5 <br />1 WHEREAS, everyone who lives in Orange County benefits from nonprofits' vital contributions of <br />2 strengthening our social fabric, public policy, culture, sense of community, and future; <br />3 <br />4 NOW THEREFORE, be it resolved that the Board of Commissioners of Orange County <br />5 declares November 2008 as Nonprofit Awareness Month and extends its <br />6 congratulations to charitable nonprofits serving our community for their dedicated <br />7 service to the community and its sincere gratitude to the residents of Orange County <br />8 whose volunteer spirits and donations make these organizations strong. <br />9 <br />10 Proclaimed this 6th day of November 2008. <br />11 <br />12 A motion was made by Commissioner Carey, seconded by Commissioner Gordon to <br />13 approve a proclamation, as stated above, declaring November 2008 as "Nonprofit Awareness <br />14 Month" and authorize the Chair to sign. <br />15 VOTE: UNANIMOUS <br />16 <br />17 c. Stillhouse Creek Water Quality Grant Project <br />18 The Board received an update on the progress and success of the Stillhouse Creek <br />19 Water Quality Grant demonstration projects. <br />20 Soil Conservationist Gail Hughes summarized the abstract, giving the background. This <br />21 stream restoration project began in February 2006 and was completed in May 2006. The creek <br />22 is located between the Sheriff's Office and the Link Government Services Center. She showed <br />23 some photos. The project did not cost the County any direct funds other than staff time and the <br />24 conservation easement. <br />25 The best management practices within the project include a rain garden and rain <br />26 barrels, an educational sign, a pet waste receptacle, and a split rail fence to delineate the <br />27 stream buffer and conservation easement. <br />28 <br />29 PUBLIC COMMENT: <br />30 Don Cox is one of the five Soil and Water District Supervisors for Orange County. He <br />31 said that this work for Stillhouse Creek and the rain garden are examples of a new program <br />32 they are bringing across the State, which is called Community Conservation Assistance <br />33 Program, or C-CAP. There can be cost-sharing of up to 75% for programs. This program will <br />34 improve stream water quality and reduce the impact of storm water runoff. They will be asking <br />35 for assistance for this program in the future. <br />36 Commissioner Carey asked where funds came from for this project and Don Cox said <br />37 that they have been working with Clean Water Management Trust Fund grants. The legislature <br />38 unanimously approved this in 2006 as a State cost-sharing program and appropriated enough <br />39 in 2007 for Statewide staff. There are additional positions needed and additional grants. <br />40 <br />41 d. Presentation of Draft Orange County Social Justice Goal <br />42 The Board received the Orange County Human Relations Commission <br />43 recommendations regarding a proposed Orange County Social Justice Goal as requested by <br />44 the Board of Commissioners. <br />45 Human Rights and Relations Director Shoshannah Smith introduced members of the <br />46 Human Relations Commission. <br />47 Vivette Jeffries-Logan, Chair of the HRC, gave background on this item. In 2004, the <br />48 Board of County Commissioners requested that the HRC make recommendations regarding a <br />49 possible Social Justice goal for Orange County. The first draft was submitted in late 2007 and <br />50 the Board provided feedback in February 2008. This report has incorporated that feedback. In <br />
