24 <br />1 WHEREAS, Orange County strongly encourages the North Carolina Department of <br />2 Transportation (NCDOT) to design all highway projects, where appropriate, to accommodate <br />3 bicycle and pedestrian traffic to provide alternative means of transportation that may result in <br />4 reduced automobile traffic and related air and water impacts; and <br />5 <br />r'~ <br />6 WHEREAS, Orange County encourages the NCDOT to design all <br />7 new or replacement bridges with sufficient clearance to allow <br />g wildlife to cross safely under them, and to allow pedestrian <br />9 passage along any existing or planned trail-system connectors; <br />10 <br />11 NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that: <br />12 <br />13 The Board of County Commissioners endorses the attached list of priority transportation <br />14 projects to be considered for inclusion in the FY 2011-2017 Metropolitan Transportation <br />15 Improvement Program. <br />16 <br />17 ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS <br />18 <br />19 A RESOLUTION ENDORSING ORANGE COUNTY'S PRIORITY TRANSPORTATION <br />20 PROJECTS FOR THE TRIANGLE AREA RURAL PLANNING ORGANIZATION (TARPO) <br />21 REGIONAL PRIORITY LIST FOR THE 2011 - 2017 TRANSPORTATION IMPROVEMENT <br />22 PROGRAM <br />23 <br />24 WHEREAS, the North Carolina Board of Transportation, every two years, prepares a <br />25 Transportation Improvement Program that identifies transportation projects scheduled for State <br />26 and Federal funding over the next seven years; and <br />27 <br />28 WHEREAS, the North Carolina Board of Transportation solicits input for identifying <br />29 transportation projects of local and regional importance to be included in the FY 2011-2017 <br />30 Transportation Improvement Program; and <br />31 <br />32 WHEREAS, North Carolina has established Rural Planning Organizations (RPO) to coordinate <br />33 regional transportation planning in rural areas in cooperation with the North Carolina <br />34 Department of Transportation; and <br />35 <br />36 WHEREAS, Orange County is a member of the Triangle Area Rural Planning Organization <br />37 charged with developing and prioritizing proposed transportation projects that the RPO believes <br />38 should be included in the State Transportation Improvement Program; and <br />39 <br />40 WHEREAS, Orange County gives priority to identified safety needs on existing roads and <br />41 bridges, to other transportation projects that encourage alternatives to automobile travel, to <br />42 projects that minimize adverse impacts on the natural environment and cultural sites, and to <br />43 those projects that foster economic development in the designated Economic Development <br />44 Districts; and <br />45 <br />46 WHEREAS, Orange County strongly encourages the North Carolina Department of <br />47 Transportation (NCDOT) to design all highway projects, where appropriate, to accommodate <br />48 bicycle and pedestrian traffic to provide alternative means of transportation that may result in <br />49 reduced automobile traffic and related air and water impacts; and <br />
