22 <br />. , <br />;. <br />1 Chair Jacobs suggested getting the information that is within the County's control. He <br />2 said that one of the things that was agreed upon was to spin off a 501(c)3 that would take <br />3 ownership of all of this. The next step would be to constitute a board for the 501(c)3, which <br />4 would include elected officials. <br />5 Noah Rannells said that there is a suggestion by the consultant in the feasibility report <br />6 for a management entity. <br />7 Commissioner Gordon changed her motion to approve the Manager's recommendation <br />8 as stated above, and add that the Manager come back with a report by the end of November <br />9 that outlines revenues, expenditures, and the alternatives for determining the value of the <br />10 building and to proceed. Commissioner Foushee seconded. <br />11 <br />12 VOTE: UNANIMOUS <br />13 <br />14 d. Consideration of Proposed County Attorney Position Profile <br />15 The Board considered a proposed County Attorney Position Profile as developed by The <br />16 Mercer Group, Inc. for their Executive Search for the County Attorney position. <br />17 Chair Jacobs, Commissioner Gordon, and Geof Gledhill submitted suggested changes. <br />18 Chair Jacobs quickly reviewed these changes. <br />19 Geof Gledhill suggested the following language for the qualifications of the position: <br />20 Licensed to practice law in North Carolina on date of appointment, be a member of the N. C. <br />21 State Bar, and within six months of appointment, be a member of the Judicial District 15B Bar. <br />22 ~ Chair Jacobs asked if this would be a good place to mention the issues related to the <br />23 Sheriff's duties and the civil matters related. This was raised by the consultant as a question, <br />24 so it might be a question for an attorney. He suggested the following language, and Geof <br />25 Gledhill concurred: Be conversant with the role the Sheriff has in County government. <br />26 The Clerk said that she would go through the documents and make the corrections and <br />27 send it back to the consultant as soon as possible. She will then send copies to the County <br />28 Commissioners and Geof Gledhill. <br />29 <br />30 e. Resolutions Approving the Orange County Transportation Priority Lists for the <br />31 2011-2017 Transportation Improvement Program <br />32 The Board considered resolutions endorsing priority transportation projects for the 2011- <br />33 2017 Transportation Improvement Program. <br />34 Transportation Planner Karen t_incoln said that every two years Orange County <br />35 endorses its transportation priority projects. There are two lists -one for the Metropolitan <br />36 Planning Organization and one for the Rural Planning Organization. The two lists were in the <br />37 agenda packet. She said that when the County Commissioners endorsed the previous priority <br />38 lists, staff was asked to look at three things for the next update. One of them was to consider <br />39 including an access for eastbound US 70 to the I-85/US 70 connector instead of realignment of <br />40 Efland-Cedar Grove Road to perform a more direct connection of I-85. This was the <br />41 recommendation of the Efland-Mebane Small Area Plan. The OUT Board agreed that this <br />42 would be a more feasible access than realignment of Efland-Cedar Grove Road. This is <br />43 reflected in the recommendation. <br />44 The second project was to stop the NC 86 North improvements at NC 57. The OUT <br />45 Board indicated that the traffic was bad enough so that the improvements should not be <br />46 stopped at NC 57. This was not. recommended. <br />47 The third project were the Homestead Road improvements, because part of the <br />48 improvements had been completed in a Moving Ahead project, and also include the Carrboro <br />49 portion of Homestead Road. The OUT Board also agreed that the project should extend from <br />50 old NC 86 to new NC 86. <br />
