However, the Planning <br />2 Board felt and staff supports that, since they went to great lengths to show the renderings, <br />3 to show exactly how it was going to be built, that ought to dictate how the site is constructed <br />4 because that was part of their presentation during the public hearing. <br />5 12. He read this condition. This is a condition specifically suggested by the Planning Board <br />6 during their deliberations in addition to the normal buffering condition you saw on #1. The <br />7 reason being was to address concerns that there be adequate buffering along Terry Road to <br />8 hide the facility from passersby. There wouldn't be any visual impact along the roadway. <br />9 13. He read this condition. Again, that was a Planning Board recommended condition. Staff <br />10 strongly supports it, we believe that carpooling ought to be encouraged for this site. <br />11 14. and 15. These are standard conditions that we impose in all special use permits related to <br />12 the applicant having the necessary permits to develop the facility and that the facility and <br />13 approved site plan does not stay in limbo for a number of years to avoid changes in the <br />14 ordinance that would change the site. <br />15 <br />16 Commissioner Gordon: I thought of a way to handle this. We could just say we <br />17 approve the findings, subject to the recommended conditions of approval. <br />18 Michael Harvey: Staff endeavored in the worksheet, which is on pages 5-36, to place <br />19 references to those specific conditions that a condition be placed on the approval of this project. <br />20 That is a reasonable recommendation. <br />21 Geof Gledhill: I think I want to concur with that suggestion by Commissioner Gordon. <br />22 Chair Jacobs: On item #2, I would like to go ahead and be specific. We have the letter <br />23 from the Fire Marshall. I'd like to say, "verifying that they comply with all applicable North <br />24 Carolina Fire Protection Code standards, without. the necessity of a required paving." And also <br />25 on #8, where it lists who needs to be involved in the certification process every year, that we <br />26 include Animal Services. <br />27 <br />28 A motion was made by Commissioner Carey, seconded by Commissioner <br />29 Foushee to approve the application; impose the 15 recommended conditions in <br />30 accordance with the applicable Findings of Fact as amended, subject to the <br />31 recommended conditions of approval and detailed within Attachment Two; and approve <br />32 the Resolution of Approval detailed within Attachment Five. <br />33 <br />34 Chair Jacobs said that he sympathized with the residents in the neighborhood. He <br />35 heard the concerns about how this would impact the community. He believes that the County <br />36 should look at the way in which traffic impact is calibrated in rural areas. He said that schools <br />37 used to be a part of the rural community, and schools can provide a good, supportive part of a <br />38 rural community. He hopes that people will come to look at this school and what it is trying to <br />39 do in the same way. <br />40 Commissioner Gordon agreed and said that she read through the Planning Board <br />41 minutes and there was some discomfort with this, but the applicant did meet all the standards. <br />42 She said that the Planning Board's recommendations were unanimous on everything. <br />43 <br />44 VOTE: UNANIMOUS <br />45 <br />46 6.
