Phase II - Facilitation Efforts for Demonstration FacilitY13 <br />In July 2006, the County further advanced its efforts to facilitate development of <br />conversion technology demonstration facility. The approach was multi-disciplined, <br />including environmental analysis and conatructabi|ity. Key Phase ]I study areas <br />• An independent evaluation and verification of the qualifications ofselected <br />technology suppliers and the capabilities of their conversion technologies; <br />• An independent evaluation ofcandidate sites, todetermine suitability <br />for installation, integration and operation of one of the technologies; <br />• A review of the required permits to facilitate the project; <br />• Identification of funding opportunities and financing means; <br />• Identification of potential county incentives (i.e., supporting benefits) to <br />encourage facility development amongst potential project sponsors; and <br />• Negotiation activities to assist parties in developing project teams and a <br />Demonstration project. <br />The report described progress to date on Phase II, and represented acu|mination of <br />approximately one year � work conducted by the County. Five companies were <br />issued Request for Offers /AFO) early � <br />y in 2008 for demonstration to be constructed <br />at any one of four sites by the selected vendor. The five conversion technology <br />suppliers considered and their corresponding technologies offered were: Arrow <br />Ecology utilizing anaerobic digestion; Changing World Technologies utilizing thermal <br />depo|ynmerization; International Environmental Solutions utilizing pyrolysis; <br />Interstate VVaobe Technologies utilizing pyrolysis/gasification; and Nteuh <br />Environmental utilizing gasification. Five materials recovery facilities (MKF) were <br />considered for partnering with the technology supplier. Only one ;4RF, Community <br />Recycling/Resource Recovery, Inc. y4RF, is located in L.A. County. The Perris <br />MFlF/TranshsrStation and the Robert A. Nelson Transfer Station and MRF (RANT) any <br />located in Riverside County. Del Norte Regional Recycling and Transfer Station is <br />situated in Ventura County and the Rainbow Disposal Co.
