U <br />MOTION by Michelle Kempinski that building setback line shown on the final plan submitted shall be <br />relocated to coincide with the outside edge of the stream buffer and not encroach within the stream buffer <br />for lots 7 through 14, 16, and 17. Seconded by Jay Bryan <br />VOTE: Unanimous <br />MOTION by Larry Wright that the septic drain systems, on map S3 denote suitable soils for the septic <br />systems, respect the stream buffers that they move back. (Lots 11, 12,13, and 14). Seconded by Michelle <br />Kempinski <br />VOTE: Unanimous <br />Michelle Kempinski: Does the definition of what is required for denoting a suitable soil include just the soil <br />and criterion for ' or does it include set backs? <br />Glenn Bowles: Primarily it is for both property and soil. There are also set backs from lot lines. <br />Michelle Kempinskl: It can include other criteria? <br />Glenn Bowles: Yes. That is my.understanding. <br />Jay Bryan: I would like to propose that there be a stub out for pedestrian or bike usage that would connect <br />to the adjoining property owners. <br />Judith Wegner: (CD: 3,47:16) If you have a stub out it is similar to a cul -de -sac. If any other adjacent <br />property will be developed, the only other choice for multiple access <br />Michelle Kempinski: Are we assuming it will be a paved stub out or a reserved area? <br />Glenn Bowles: It is just reserved but it will not be paved at the development of the adjoining lot. <br />Judith Wegner. There will be a demarcation indicating that it is not.part of their parcels. <br />Jay Bryan: I'm not going to make a motion. <br />Motion by Renee Price that both stubouts are eliminated. Seconded by Larry Wright <br />VOTE: (7 -1) <br />Michelle Kempinski: I would like to request for information from applicant regarding all Green techniques, <br />water conservation, and green building standards for the construction process. I would like documents to be <br />shared with the Planning Board for informational purposes. <br />MOTION by Renee Price that all archeological and historical aspects of this project including the cemetery be <br />reviewed by the Historical Preservation Commission. Seconded by Lary Wright <br />VOTE: (Unanimous) <br />Jay Bryan: 1 am concerned that we have not accepted Craufurd's motion and tried to address any of the <br />requirements suggested. <br />MOTION by Judith Wegner that applicant post a construction bond sufficient to ensure that the construction <br />process would proceed without damage to nearby properties and the amount would be determined by staff <br />based on fiscal analysis.
