SS <br />Approved 7/11/07 <br />Glenn Bowles: This is very difficult because there is only one other subdivision with common open <br />space. The numbers at the bottom of the page were developed by GIS. <br />Sandra Quinn: The reason I asked the question about the school buses is that they don't come down our <br />road currently. <br />Glenn Bowles: That might be a discussion point, at the preliminary plan stage. <br />Brian Crawford: Hypothetically, we re drew the map, in the message that some of the opponents of this <br />project, you drew the radius out to pull In more neighborhoods, would that impact the basic guidelines of <br />the zoning and subdivisions developments so that we could turn down this project based on that <br />calculation? <br />Robert Davis: This map should not be used as a basis to approve.or deny this subdivision. This is only <br />for information purposes. <br />Michelle Kempinski: This map may provide information as to whether this development is harmonious <br />with the existing surrounding neighborhood. <br />Brian Crawford: The harmony goes to the question of 33 and 39 not our basic zoning ordinance. <br />Jay Bryan: It is 9:10 P.M. and we have seven people from the public. <br />Renee Price: How many homes need to be on a road before DOT maintains it? <br />Robert Davis: Generally around one per four tenths of a mile. <br />David Southern (489 -0250 (cell #);'687-3623 (home #): 1, am been collecting maps for forty years. I <br />enjoyed the presentation and it was enlightening. I came here with an analog presentation. I overlaid <br />three maps. I took the USGS Topo and then the Orange County GIS and then my freehand drawing. <br />Could I leave my phone number for anyone who has questions? <br />Connie Riley: In May you heard from many different citizens. We ask then and now to approve the <br />concept plan that the number of lots be reduced. This is the first application for a Special Use Permit A to <br />come before the County. So far the checklist for the SUP has not been satisfied by this proposal. Our <br />concern is to ensure public safety and welfare and this proposal is hot safe. in previous telephone <br />conversations with the Planning Board, they indicated they would look for two access roads to the <br />subdivision for safety. <br />Melinda Ruley: Thank you for your questions about lot sizes rural character. There have been a number <br />of lot analysis have been generated and every one-is incompatible with surrounding lot sizes. The first <br />analysis showed that 2/3 of the surrounding lands was in tracts bigger. A second analysis was done to <br />capture the small lot in Pleasant Green Woods. That showed an average lot size of 35 acres. We would <br />be happy with that. A simple lot analysis taking in only those lots immediately adjacent to the Brame <br />property show 6.7 acres which is three times the size of the Brame size and five time the average lot size <br />of the Brame tract. Also, there is the issue of property with an incredible history in a major subdivision. <br />There Is also the issue of ground water. Orange County has tried hard to keep subdivisions away from <br />Eno River. Please vote to accept the concept plan with no more than 20 lots. <br />Stewart Fisher: I would be interested to see the letter from the County Attorney. My understanding from <br />Ms. Jacobs is that if you recommend the concept plan goes forward with 20 lots it does not kill the deal <br />with the Eno River Association. If you decide on 20 lots, the Brames will have to make the decision to <br />follow through with the deal with the Eno River Association. I understand at the Concept Plan stage, you <br />don't deal with the number of lots — what sense does it make to wait until the Special Use Permit stage. <br />4 <br />
