RE <br />0 An inventory of all trees is required for preliminary plat I submittal for areas <br />proposed for disturbance. <br />0 Developer shall address at the time of preliminary plat submittal the Fire <br />Marshall's comments with regard to usable water sources for fire suppression <br />and life safety considerations, address all comments o Applicant shall in the attached memorandum from Soil <br />and Water at the time of preliminary plat submittal. <br />0 Because of existing and projected traffic volumes on Pleasant Green Road, <br />more extensive traffic improvements may be warranted at the proposed <br />intersection. These improvements, determined at the time of the preliminary <br />plat, may include a right turn deceleration lane or a left turn lane. Improvements <br />to Cabe Ford Road may also be warranted. (Because the proposed subdivision <br />now contains only twenty (20) lots and is not subject to Special Use Permit <br />review criteria, a traffic analysis is not required.) <br />o Submit a plan to address land-clearing debris handling with the preliminary plan <br />application. County regulations allow no burning of stumps and timber debris. <br />0 The variable width perimeter building setback designated on the plan should be <br />at least 100 feet in depth and re-designated as a land use buffer. <br />Third Action: The Planning Board recommended on August 6, 2008 approval of the <br />Preliminary Plat application with the following conditions: <br />1. The developer shall respond to questions posed in the letter from the neighborhood <br />and resolve as many of the issues, as possible, before the subdivision is approved. <br />[Note: Largely not included in Resolution of Approval as several requests are <br />beyond zoning and subdivision regulation; Conditions 7, 8, and 9 below are related <br />to Neighborhood's concerns. See Attachment 6 for Applicant's response]. <br />2. The proposed subdivision approval is subject to the conditions and requirements <br />listed in the Resolution of Approvat. <br />3. Relocate the setback lines to coincide with the outside edge of the stream buffers. <br />[Note: County ordinances do not permit disturbance of stream buffers. Applicant <br />has voluntarily complied with this condition. See Resolution of Approval item C.4-]. <br />4. On all future plats, the applicant shall remove all potential �ermif delineated stream buffers. [Note: County ordinances do not disturbance of <br />stream buffers. Applicant has voluntarily complied with this condition; See <br />Resolution of Approval item A.4.]. <br />5. Eliminate both "stub out'" streets from the plat. [Note: Not included in Resolution of <br />Approval; County ordinances require connectivity to adjacent lands], <br />6. That the Historic Preservation Commission (HPC) shall review all archeological and <br />historical aspects of this project, including the cemetery to determine compliance <br />with any and all applicable regulations. [Note: Not included in Resolution of <br />Approval as applicable regulations already apply. Project was sent to the HPC for <br />its review — see comments in Agency Review section above]. <br />7. The applicant shall post a construction bond sufficient to ensure that the <br />construction process would proceed without damage to nearby properties and staff <br />would determine the amount based on fiscal analysis for any damages incurred on <br />Cabe Ford Road. [Note: See item B.7 in Resolution of Approval]. <br />
