Also, pine trees are <br />located on the western side of the tract adjoining Old NC 86. <br />• The topography is gently rolling with minimal rock outcrop area in buffer along New Hope <br />Church Road. <br />Adjacent Land Use <br />• South across New Hope Church Road are 3 larger subdivided lots, which are 3.53 ac., 3.71 ac., <br />and 4.9 acres in size. <br />• To the north and the east are single-family residential lots approved as minor subdivisions. Lots <br />to the north average 4.07 acres in size and lots to the east average 2.06 acres in size. <br />• West across Old NC 86 is a large tract (78.77 acres) of undeveloped property. <br />Proposed Roads <br />• Access is from New Hope Church Road (SR 1723), an existing paved public road. <br />• A proposed, public 575=foot cul-de-sac, built to NCDOT standards, will provide access to the <br />subdivision. Connectivity to the north across New Hope Creek or to the east is not feasible due <br />to existing recorded subdivisions to the north and east. <br />• An additional 20 feet of right-of-way along Old NC 86 frontage will be dedicated. <br />• An additional 5 feet of right-of--way along New Hope Church Road frontage will be dedicated. <br />• NCDOT comments indicate the roads must provide a public right-of--way and meet all other <br />NCDOT requirements prior to addition for State maintenance. The developer will submit road <br />construction plans to be approved by NCDOT prior to recordation of the final plat. This <br />adequately addresses NCDOT questions in attachment 5. <br />• This subdivision is adjacent to the newly designated NC Scenic Byway corridor, which is along <br />this section of Old NC 86. There is a 100-foot building setback including accessory structures, <br />provided along Old NC 86, the eastern property line and along New Hope Church Road. <br />Open Space/Buffers <br />• ERCD and Parks and Recreation recommend that the 20.99 acres of common area open space <br />(i.e. lot 10) be dedicated to Orange County. Only 9/20 acres is required. Until a determination of <br />the future use of the land (i.e. nature preserve or part of a trail system) is agreed upon, ERCD <br />will monitor the site. <br />• Easement areas for signage and lot buffers will be retained and placed into a Homeowner's <br />Association. <br />• A Homeowner's Association will be formed to maintain the common areas and amenities which <br />are not to be dedicated to Orange County (i.e. buffers, signage, and lights, if proposed). <br />Water-Sewer <br />• Individual wells <br />• Individual septic systems <br />• Extension of water and sewer is prohibited in the Rural Buffer, except for a public purpose or to <br />address a health situation. <br />Parks and Recreation <br />• Chapel Hill District Park <br />o The Parks and Recreation Advisory Council recommends: <br />^ that the County accept the 20.99 acres dedication as shown on the Conventional <br />Plan; <br />^ that the developer provide for access to the open space at the end of the cul-de- <br />sac for neighborhood residents only. No public access allowed at this point; <br />
