Soil Conservation Service, to control Puture silting. <br />Aa great as this asset is, the oounty is working on additional reservoirs for the <br />future so that Orange County will not be caught with ton little acceptable water <br />as is common place in so mush of the world. <br />Along the same line, during this period, we put $100,000 Into enlarging <br />the sewer line to the new Chapel Hi11 high School so that the area between the <br />Town and the High School could be developed properly; we put $27,000 into enlarging <br />part of the water line for orange-Alamanca Water System so that the beat use could be <br />made of this system for both residential and industrial growth as well as adequate - <br />two-way flow aonnectiona to neighboring systems; and we put $28,000 into enlarging _ -- <br />the water line for Hillsborough so that future growth oould be served along with <br />industrial growth that might come. These advances should prone to be good economy <br />for the oounty in the years ahead, r- <br />~ - <br />Tn 1967 Chapel Hill Township was zoned and in 1970 Sno Townahin was coned. <br />We now have dedicated citizens of Orange serving vn the County Planning and <br />Adjustment Boards and doing a very fine ~vb. The value to the county of their <br />efforts will b® seen in the future. <br />Several. pieces of land were acquired during this period to take sere of the <br />expansion of oounty services. On these in 1968 we built a County Health Building <br />at a cost of $123,000. In 1969, we built a County Sooial Services Building at a <br />coat of $2!}3,000 to house the rapidly expanding program of this department. The <br />coat of this building will be paid back by the federal government through monthly <br />payments. I hesitate to mention the rapid growth of our "welfare" program but it <br />is now Weak and neck with public education, each being about 11.5 of our total <br />budget, and will soon move ahead. <br />Time does not permit my going into mush detail about many of your oounty <br />agencies but I would like to cotmnent on our register oP deeds office which is <br />recognized as having one of the most progressive and modern offices in the State. <br />This office is headed by Misa Betty June Hayes, who was recently Tar Heel of The <br />Week, and is a past presideat of her state association and in 1969-1970 served as <br />President of the National Association of County Recorders and Clerks. Revenues <br />have increased from less than 2017 to almost l}217 in the last six years. Some <br />highlights of the past eight years include on November 1, 1969, the converting of <br />all records to 16mm microfilm. This resulted in a savings from over $1 per document <br />in the old deed yr deed of trust books down to less than 1~ per document. The <br />cartridge miorofilm is viewed through r~}'1.~00 Reader Printers of which the county now <br />owns four. <br />All vital statistics: births, deaths, and marriages have bean placed on 16mm - <br />film for the purpose of saving storage space. There are about 80,000 of these <br />vital statistics and they are contained on L~.2 cartridges. A11 plate have been <br />placed on 35mm aperture cards and these cards are viewed through a #200 Reader <br />Printer. It is estimated that this change of recording method will add 100 years <br />of recording space to the Register of Deeds Office. The total cost of converting <br />all records to film was about $]1.,200 as compared to the construction of a new <br />vault which would have cost at least $lOD,000. <br />Also, as of November 1, 1969, a data processing system of indexing of deeds <br />and deeds of trust and all related instruments was instituted. Upon receiving a <br />print out this new system will alphabetize all surnames and group together in one <br />place all the transactions of a given individual and/or company. The new <br />indexing system contains a brief description of the property being conveyed and <br />upon completion oP the tax mapping in the county, the Register of beads is hopeful <br />of being able to tie each land transfer in with the tax man number. There has been <br />a complete survey of marriages from 1911 through 196(}. The Register of Deeds <br />has created a master index[ for all brides. Heretofore, it was impossible to locate <br />the name of the bride unless you knew the name of the groom. This at times caused <br />problems in the search of this record. If the woman had re married her former record <br />could not be located. New master indexes were also created for the grooms. The <br />reason for this survey being that the office had no record of licenses which had <br />been issued but which were not returned. There was no way that you could prove <br />that the couple had secured a marriage license. The license stub books for the <br />stated period were located and the survey was made from these stubs against the <br />original license. <br />There has also bean created an index far all minutes of the Orange County <br />Board of Commissioners for the period of 1951} through the current date. This is <br />an invaluable regard, in that, items can ba located by subSact. Prior to the <br />creation of this index book you had to read each set of minutes in order to locate <br />the needed reference. Upon transfer of the Corporate Charter records from the <br />Clerk of Courts office there was created a master index for all corporate records <br />and related instruments. No index had existed prior to 196$ except in the front <br />of each Corporate Charter Book. <br />
