MINUTES OF THE ORANGE COUNTY BGGK ~ PAGE 323 <br />BOARD OF COMMISSIONERS <br />December 7, 1970 <br />The Board of County Commissioners of Orange County met in regular <br />session at 10:00 o~clock A. M, on Monday, December 7, 1970, in the Commissioners <br />Room at the Courthouse in Hillsborough, North Carolina. <br />Members Present: Chairman Carl M. Smith and Commissioners Harvey D. <br />Bennett, William C. Ray, Henry S. Walker, Ira 9. Ward and C. Norman Walker. <br />Members Absent: None <br />The Board adjourned to the Courtroom to witness the Oath taking ceremony <br />far the three new Board members, the Sheriff, the Clerk of Court and the <br />Register of Deeds. <br />The minutes were read and approved by the Board after aorreationa were <br />made in the minutes of the November 2, 1970, and November 17, 1970, meetings. <br />Chairman Smith exnresaed to the Board members his appreciation for the <br />cooperation and the friendship he had made during the past eight years as a <br />member of the Board. He called attention to the speeoh that he had delivered ' <br />in Chapel FIill relative to the growth and improvement which had occurred during ~ <br />the past eight years and he suggested that the facts colleoted be used as e <br />progress report and be inserted in the minute docket. <br />Vice Chairman Walker presented tc Chairman Smith the following resolution: ' <br />"WHEREAS, Carl M. Smith was nominated by the voters of Orange <br />County to the Orange County Board of Commissioners in the Democratic <br />Primary of May 1962, and <br />WHEREAS, Carl M. Smith was elected by the voters of Orange County to <br />the Board of County Commissioners of Orange County in the General <br />Election of November, 1962, and <br />WHEREAS, Carl M. Smith was again nominated in the Democratic <br />Primary of 1966 and again elected in the General Eleatien of 1966 <br />to the Orange County Board of Commissioners, and <br />WHEREAS, Carl M. Smith was elected by his fellow County Commissioners <br />as Chairman of this board in December of 1968 and has held this position <br />continuously since that date, and <br />WHEREAS, Carl M. Smith through his broad business experience and <br />keen insight has shown to this board and to the people of Orange County <br />the pathway towards better local government, and <br />WHEREAS, in May of 1970 Carl M. Smith did not seek re-nomination <br />to the Orange County Soard oP Commissioners but instead was nominated <br />and later elected as a member of the North Carolina House of <br />Representatives from Orange County. <br />THEREFDRE, BE IT RESDLVED, that the Orange County Board of <br />Commissioners, acting through its members Harvey D. Sennett, William <br />C. Ray, Henry S. Walker, and Ira A. Ward, now takes this means of <br />expressing to Carl M. Smith its sincere appreciation and deep gratitude <br />for hie faithful service, able leadership, and progressive ideas, and <br />it wishes him and his family every happiness is the years ahead. <br />Let a copy of this resolution be presented to the said Carl M. <br />Smith, a copy sent to the press, and the resolution be spread on the <br />minutes of this meeting, this 7th day oP December, 1970." <br />The County Administrator, in behalf of the Covilty employees, presented to <br />Chairman Smith a silver trap which, had been engraved. <br />Chairman Smith than recognized Norman Walker who would be repleaing him <br />on the Board of Commissioners. Mr. Walker was seated with the Board. <br />Ballots were given to members of the Board by the County Administrator <br />and Commissioner Rarvey D. Bennett was elected to serve as Chairman of the <br />Board Por a term of one year and Coxrmizsaioner Henry S. Walker was Bleated to <br />serve as Vice Chairman of the Board for a term of vna year. <br />Chairman Bennett welcomed Norman Walker as a member of the Board. <br />Chairman Bennett then recognized Jahn T, Wilder who had been duly <br />elected Hillsborough Township Constable in the November 3, 1970, General <br />Election. Mr. W11der presented his certificate of office from the Orange <br />County Board of Elections and a letter from the Ballard-Williams Tnaurance <br />Agency certifying the Constable Bond 'of $1,D00.00 in favor of Orange County <br />Board of Commissioners. Chairman Bennett then administered the oath of <br />office to John T. Wilder. <br />Y <br />
