NC General Statutes regarding CJPP <br />and JCPC <br />PURPOSE: To establish the Criminal Justice Partnership Program Advisory Board and the <br />Juvenile Crime Prevention Council as a separate entity of the Orange-Chatham Justice <br />Partnership. <br />BACKGROUND: Orange County receives funding from the NC Department of Correction to <br />implement the Criminal Justice Partnership Program (CJPP). These funds are used to provide <br />services for adult offenders. The County also receives funding from the NC Department of <br />Juvenile Justice & Delinquency Prevention (DJJDP) to implement the Juvenile Crime Prevention <br />Council (JCPC). These funds are used to provide services for juvenile offenders. <br />The Leadership Council of the Orange-Chatham Justice Partnership has served as the official <br />CJPP and JCPC. Commissioner Moses Carey, Jr. has served as the co-chair of the Leadership <br />Council since its inception. Commissioner Carey has been involved with the implementation of <br />CJPP and JCPC programs since 1995. The mission of the Leadership Council is to promote a <br />spirit of cooperation through the development of community-based policies and programs that <br />seamlessly prevent and address court-imposed sanctions and treatment needs of offenders, <br />their families and communities in the interest of public safety and community well-being. Within <br />the Leadership Council, are the adult and juvenile sub-committees that have been responsible <br />for: <br />• Assessing the needs of juveniles and adults involved in the local criminal justice system; <br />• Recommending funding for community-based programs; <br />• Identifying gaps and proposing strategies for improving the local criminal justice system; <br />and <br />• Monitoring and evaluating programs to ensure compliance. <br />
