2 <br />Human Resources staff reviewed and compared the duties and responsibilities for the following <br />positions: <br />Senior Public Health Educator (position 827) - At the end of 2007 the Health Department <br />conducted an internal reorganization in order to meet the County's responsibilities to serve the <br />current immigrant and refugee populations. Shifting resources between divisions in the Health <br />Department accomplished the reorganization. The result of the reorganization is one position <br />has taken on additional program development and supervisory duties. The department has <br />proposed and Human Resources concurs with the reclassification of the Senior Public Health <br />Educator (Grade 17) to Public Health Education Program Manager (Grade 19). <br />Athletics Program and Facilities Manager (position 396) -The Department requested review of <br />the Athletics Program and Facilities Manager. Over the past three years the scope of the <br />position has evolved to include additional facilities, programming and supervisory <br />responsibilities. Based on these increased responsibilities, the position is more equitably <br />aligned with the Recreations Services Director, the Parks Services Director, and the Parks & <br />Recreation Business Officer. The department has proposed and Human Resources concur with <br />the reclassification of the Athletics Program and Facilities Manager (Grade 19) to Athletics <br />Program and Facilities Director (Grade 22). <br />In summary, Human Resources staff recommends that the Board approve amendments to the <br />position classification plan that will facilitate Human Resources reclassification of the following <br />existing positions: <br />Existing <br />Classification Proposed <br />Classification Existing Salary <br />Grade Proposed Salary <br />Grade Proposed Salary <br />Range <br />Public Health Public Health 17 19 $44,781 - <br />Educator Education $71,588 <br /> Program <br /> Manager <br />Athletics Athletics 19 22 $51,931 - <br />Program & Program & $83,020 <br />Facilities Facilities Director <br />Manager <br />FINANCIAL IMPACT: Funding for salary increases associated with the proposed <br />reclassifications, including any back pay that has accrued since the Human Resources performs <br />the reclassification analysis and recommendation, will come from existing departmental <br />appropriations in the FY 2008-09 budget. There is no additional funding required for the <br />proposed reclassifications of the positions. <br />RECOMMENDATION (S): The Manager recommends the Board amend the Classification and <br />Pay Plan, as outlined in the tables in the "Background" section of this abstract, to add 2 new <br />classifications: Public Health Education Program Manager and Athletics Program & Facilities <br />Director to be funded from current departmental budgets. <br />
