ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: November 18, 2008 <br />Action Agenda <br />Item No. 4 - h <br />SUBJECT: Classification and Pay Plan Amendment -Add/Revise Various Classes <br />DEPARTMENT: Human Resources <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT (S): <br />Class Specifications for Public Health <br />Education Manager and Athletics <br />Programmed Facilities Director <br />Organizational Charts for Health <br />Department and Parks & Recreation <br />INFORMATION CONTACT: <br />Michael McGinnis, Human Resources <br />Director, 245-2552 <br />PURPOSE: To amend the Orange County Classification and Pay Plan to add various <br />classifications. <br />BACKGROUND: Section 5.1 of Article VI of the Orange County Personnel Ordinance provides <br />that the Board of County Commissioners adopts the position classification plan and approves <br />any amendment to: <br />Add or delete a class; <br />• Change the title of an existing class; or <br />• Revise the salary grade of an established class. <br />Classification of Existing Positions <br />Occasionally in local government, the duties, responsibilities and other factors that potentially <br />affect the accurate classification of a position evolve over time. Section 7.0 of Article VI of the <br />Personnel Ordinance establishes the County's process for addressing such situations. <br />In 2007 the Human Resources Department determined that due to specific circumstances some <br />positions needed to be reclassified outside of the Archer countywide classification study. The <br />Human Resources Department worked with these two departments to review the position's <br />scope of responsibility. It was the intention of the Human Resources Department to submit a <br />recommendation to the Board on these two positions prior to the end of FY 2007-08. Because <br />of the number of other items on the final June meeting agenda this recommendation was to be <br />submitted in the first meeting of FY 2008-09. However, the budget approved for FY 2008-09 did <br />not include funding for any positions being approved for reclassification. Because of the <br />importance of the position reclassifications being recommended, staff worked with Budget, <br />Human Resources and the respective departments to find the funds for these critical positions <br />that will be cost neutral and not require any additional funding. <br />
