1 DRAFT <br />2 MINUTES <br />3 ORANGE COUNTY BOARD OF COMMISSIONERS <br />4 TRANSFER STATION SITING WORK SESSION <br />5 October 21, 2008 <br />6 6:30 p.m. <br />9 The Orange County Board of Commissioners met for a Transfer Station Si-ting'Work <br />9 Session on Tuesday, October 21, 2008 at 5:30 p.m. at the Southern Human Services Center in <br />10 Chapel Hill, N.C. <br />11 <br />12 COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Valerie P. <br />13 Foushee, Alice M. Gordon, and Mike Nelson <br />14 COUNTY COMMISSIONERS ABSENT: Moses Carey, Jr. <br />15 COUNTY ATTORNEYS PRESENT: Geof Gledhill <br />16 COUNTY STAFF PRESENT: County Manager Laura Blackmon, Assistant County Manager <br />17 Gwen Harvey and Willie Best, and Clerk to the Board Donna Baker (All other staff members will <br />18 be identified appropriately below) <br />19 <br />20 NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />21 AGENDA FILE IN THE CLERK'S OFFICE. <br />22 <br />23 1. Call to Order/introductions/Opening Comments <br />24 Chair Jacobs said that this process has been going on for a long time and the County <br />25 Commissioners are working through a deliberate process. There has been time set aside for <br />26 comments from the public, however there are more people to comment than there is time <br />27 tonight. He said that when the sites are narrowed down, there will be public comment on those <br />28 sites. He said that the meetings tonight were not for public comment, but for the County <br />29 Commissioners to discuss specific issues. There will be advertisements for the meetings that <br />30 will have the full evening� available for public comment. This is the beginning of a new phase of <br />31 the process. <br />32 Assistant County Manager Gwen Harvey said that the purpose of this meeting is to <br />33 resume the work sessions related to the selection of a solid waste transfer station in Orange <br />34 County. The last meeting was on September 16th, and Olver, Inc. provided the results of the <br />35 findings related to the technical criteria. At that time, the Board directed the consultants to go <br />36 forward with the ten candidate sites that were presented for discussion at that meeting to <br />37 community-specific criteria evaluation. The Board has previously approved exclusionary <br />38 criteria, technical criteria, and community-specific is the third element as this moves forward. <br />39 The purpose of the work session tonight is to present those findings from Olver, Inc. to the <br />40 Board and to the public. <br />41 She introduced representatives from Olver, Inc: Bob Sallach, Ron Singleton, Sandy <br />42 Turner, and Lewis Wafts. <br />43 <br />44 2. Receive Report from Olver, Inc. on Application of Community- Specific Criteria to <br />45 Ten (5—) Candidate Sites Presented on September 16'" <br />46 Bob Sallach explained in depth the three types of criteria – exclusionary, technical, and <br />47 community-specific.
