MEMORANDUM 0- <br />To: John Link, County Manager W <br />From: Gayle Wilson, Solid Waste Director <br />Subject: Response to September 21.Comments by Dr. Z.J. Kabala <br />Date: September 27, 1999 <br />Attached is a response, prepared by Joyce Engineering, Inc., to the <br />technical issues. raised by Dr. Kabala at the September 21, 1999 <br />Public Hearing. <br />In addition to the technical issues raised by Dr. Kabala, there <br />were repeated references made regarding budgetary restrictions for <br />the site studies. The implication was that Orange County was not <br />conducting an adequate environmental evaluation -of the candidate <br />landfill sites in the interest of meeting some arbitrary budget <br />constraint. I wish to assure you that this is not the case. <br />Funds are available within the landfill budget to conduct whatever <br />environmental analysis is necessary to determine that a site can <br />be safely developed and operated. Joyce Engineering, Inc. is well <br />aware of our demand for a high standard of environmental excellence <br />and thoroughness. <br />
