4. In the presentation, some uncertainty was mentioned concerning the agreement <br />with Duke University for use of some of their property adjoining the Eubanks <br />Road Site as administrative buffer. What is the basis of this uncertainty? <br />Duke University has indicated that they are willing, in principle, to consider such an <br />agreement. The Attorneys General Office of the NC Department of Environment and <br />Natural Resources has also informed the Chapel Hill- Orange County Department of <br />Waste Management that an agreement to include leased buffer property into the facility <br />boundary could be worked out in a manner that is acceptable to the State. However, the <br />Attorneys General Office emphasized that such an agreement would be the first of its <br />kind, and that it would need to be crafted as an agreement among three parties: the <br />landfill owner, Duke University, and the State. The details of the agreement need to be <br />worked out. <br />5. What are the distances between each of the two sites and the nearest downstream <br />surface drinking water supply intakes? <br />Drinking water supply intakes serving the City of Durham, on the Little River Reservoir, <br />are approximately six miles downstream from the proposed Guess Road Site. Drinking <br />water supply intakes serving the Town of Cary, on Jordan Lake, are approximately <br />twenty -six miles downstream from the proposed Eubanks Road Site. <br />6. What is the scale for the figures? <br />Revised Figures A and B are attached with the scale indicated <br />7. Is there a monitoring network for Eubanks Road? It is not shown. <br />Revised Figure B shows the well network proposed for Eubanks Road. <br />8. Report is misleading with respect to traffic impacts. Design capacity of access <br />routes is not the issue — report does not address the aesthetic impact of 90 <br />additional vehicles per day. <br />It is true that approximately 90 additional vehicles per day would be traveling the roads <br />leading to the Guess Road site. They would be using a variety of different routes, <br />including some not shown on our figures, as each load would originate in a different <br />location. It would be difficult or impossible to determine the additional vehicle loading <br />on any given thoroughfare, except to say that it would be less than the total of 90 <br />vehicles. If the Guess Road site were developed, some residents could experience <br />discomfort and/or inconvenience from truck traffic passing in front of their homes. These <br />effects were not ignored in an attempt to mislead the reader, but were not discussed <br />because aesthetic impacts such as these are difficult to measure or quantify. <br />Responses to Questions 2 Joyce Engineering, Inc. <br />
