MEMORANDUM <br />TO: GAYLE WILSON, SOLID WASTE MANAGEMENT DIRECTOR <br />FROM: JOYCE ENGINEERING, INC. <br />RE: RESPONSES TO BOARD OF ORANGE COUNTY COMMISSIONERS <br />QUESTIONS ON PROPOSED C &D LANDFILL SITES <br />DATE: SEPTEMBER 20, 1999 <br />At the Orange County Board of Commissioners meeting held on September 7, 1999, a <br />brief presentation was held regarding the siting process for a C &D landfill in Orange <br />County. Questions asked by the Commissioners during that meeting are answered below: <br />1. What improvements are proposed, or likely to be needed, on Guess Road near the <br />entrance to the proposed facility? <br />The need for specific improvements to the proposed entrance has yet to be determined. <br />Final detailed design will begin after a site is selected for development. However, at this <br />stage of conceptual design, we do believe that it is possible to design a safe entrance for <br />this facility. This entrance design would be reviewed and commented upon by NCDOT, <br />as well as the Board of County Commissioners, and all their requirements would be met <br />prior to finalizing the design. Existing traffic conditions and site distances would be <br />carefully considered during this design process. Because this detailed design work has <br />not yet been performed, we cannot describe the specific features of this entrance. If <br />adjacent property owners are agreeable to selling, additional property could be purchased <br />if it appears to improve safety in the area. <br />2. Is a traffic study going to be completed? <br />Orange County does not require such a study unless expected traffic increase reaches 800 <br />or more vehicles per day. However, one would be performed if the Board requested it. <br />3. What recycling rates were assumed when calculating the expected years of <br />capacity for the two sites? Please furnish expected years of capacity for a <br />number of different recycling rates. <br />The attached Table 1 shows expected years of capacity for each facility, based on three <br />different recycling rates. The baseline case assumes a 10% recycling rate, and is the <br />basis for our original capacity projections of 12 and 62 years for the Eubanks Road and <br />Guess Road options. Additional projections are based on recycling rates of 25% and <br />40 %. For all of the cases, recycling rates are assumed to increase gradually over a period <br />of about five years before reaching a maximum rate. <br />Responses to Questions 1 Joyce Engineering, ngineering, Inc. <br />
