t <br />On -site Disposal of Construction & <br />Demolition Waste <br />(The information in this report has been excerpted from "The Regulation of Solid <br />and Hazardous Wastes: A Builder's Guide", published by the rational Association <br />of Home Builders.) <br />Introductory Comments <br />By Mark Marcoplos <br />Several weeks ago I proposed that developments greater than twenty acres be <br />required to have the C&D waste generated on that site disposed of there as well. <br />The benefits include: <br />• Less landfill space consumption. <br />• The cost of disposal is borne by the developers, builders, and homebuyers <br />instead of the taxpayers at- large. <br />• The waste does not have to be transported which means less traffic, less <br />pollution, less noise in communities on the way to the dump, and less litter on <br />the roadsides. <br />• Since valuable land will be at stake, the developers and builders will have real <br />incentives to reduce the amount of waste they generate. <br />• Since they will also be liable for any toxins that may be detected on the site, less <br />hazardous materials will be utilized. This benefits both the natural environment <br />and the construction workers who handle these materials. <br />It is my observation as a builder that benign materials can be used in construction <br />and that it is a simple matter to dispose safely of construction waste.
