32. "Why is there so little discussion of the Chapel Hill Site? <br />While there has been equal opportunity for input concerning the Eubanks Road site, it is true <br />that most of the discussion appears to be centered on the Guess Road site. While we choose <br />to limit any speculation on this apparent imbalance in the discussion, it is true that more <br />information is being generated and distributed by the Guess Road site neighbors, and <br />meetings are attended by more Guess Road opponents. It is likely that at least one reason is <br />that the Guess Road site has a more organized opposition. Also, the area adjacent to the <br />existing landfill on Eubanks Road has been discussed for various potential solid waste uses <br />over a several year period, with the current landfill discussions not a new topic here as it is <br />in the Guess Road area. Additionally, the local governments in Durham County have <br />become involved with the Guess Road site. <br />33. `Please prepare a map showing the relation of the rural buffer to the Eubanks <br />Road proposed site, and to the existing landfill facility. " <br />An attached map (Figure C) shows the boundary of the rural buffer relative to the <br />proposed and existing sites. <br />34. "Are CH and Carrboro voting or are the S OCC voting? " <br />Historically, all three governing boards have voted on major solid waste issues such as land <br />acquisition for a new C&D facility. Due to certain time constraints governing the C&D <br />siting decision, the Board of Orange County Commissioners has suggested that Carrboro <br />and Chapel Hill cede decision making authority to Orange County to expedite the final <br />decision. Chapel Hill agreed on September 13, to cede authority to Orange County. On <br />September 7, Can-boro also approved ceding authority to Orange County. The full authority <br />for final decision making regarding the selection of a C&D site now rests with the five <br />Orange County Commissioners. <br />35. Why was no Environmental Impact Statement done for the Guess Road site? <br />North Carolina Statutes exempt landfills from state requirements for an Environmental <br />Impact Statement (EIS) because permitting requirements of the North Carolina Solid <br />Waste Management Rules equal or exceed EIS requirements. However, local <br />requirements may involve preparation of an EIS prior to receiving zoning approval for a <br />site. If either of the two proposed sites is pursued, then Orange County Planning <br />Department will determine if preparation of an environmental document will be required. <br />(end) <br />Responses to Questions 10 Joyce Engineering, ngineering, Inc. <br />
