18. Concern was expressed about wood waste causing more porous soil, resulting in <br />groundwater contamination. <br />Wood or other waste will not be mixed into the subsurface soil, but placed on top of it. <br />The waste will be covered, and kept in a relatively dry state. <br />19. Why was the site suitability process completed over a period of months, and <br />during a drought, rather that over the one-year period mentioned by Joyce <br />Engineering? <br />The permitting process occurs in two phases. The Solid Waste Section will not grant <br />approval of the Construction Plan Application until winter groundwater measurements, <br />taken when levels are highest, are available. These measurements will help determine the <br />final design for the landfill and its water quality monitoring system. The winter levels <br />should not affect the overall suitability, but will be used to fine -tune the grading plan. <br />20. Several questions related to the perceived connection between the water quality in <br />wells on Rogers Road and the nearby landfills. Some specific questions were as <br />follows: "When was this (perceived contamination) discovered? What <br />remediation has been done? What was the time lapse between the two? What is <br />the total financial outlay on this to date? What contaminants have shown up in <br />surface runoff and well water samples at the present C&D site or landfill site? " <br />An independent environmental consultant,'Buxton Environmental, Inc., has completed a <br />draft report entitled "Assessment of Environmental Concerns — Orange Regional <br />Landfill' dated August 27, 1999, which addresses the issue of a potential connection <br />between nearby wells and the existing Eubanks Road landfills. The report is available for <br />review by interested parties. <br />Investigation into the nature and extent of trace organic constituents in one monitoring <br />well at the closed municipal landfill at Eubanks Road began immediately after the traces <br />were detected. This action predated concerns voiced by residents of the Rogers Road <br />neighborhood. The above referenced report by Buxton Environmental was prepared at a <br />cost of $2,500 from the Landfill Fund Budget. <br />21. Why did the property owner surrounding the Eubanks site knowingly purchase <br />land adjacent to a landfill ?. <br />We cannot speculate as to why Ms. Deng purchased property. There have been a lot of <br />properties sold and houses built near the Eubanks Road facility since the first landfill was <br />built there. <br />22. What other sites have been considered for a C&D landfill in Orange County and <br />what was the basis of their elimination from the process? <br />A list of sites considered during the site search process for a C &D landfill in Orange <br />County is contained in the attached Table 2.
