14. "What are the SS chemical constituents that will be tested in the groundwater <br />monitoring wells? " <br />The chemical constituents required for analysis of water samples from monitoring wells <br />and surface water sampling points at Construction and Demolition landfills are listed in <br />the attached memorandum from the NC Solid Waste Section. <br />15. `If remediation is necessary, to what extent; and when would remediation be <br />terminated? " <br />Under current regulations, any necessary remediation would continue until groundwater <br />at the facility boundary met the North Carolina Drinking Water Standards, and surface <br />streams below the facility met the State Surface Water Quality Standards. <br />16. "What amount of time would be required from the moment of exceedence of water <br />standards to the implementation of remediation? " <br />Upon receiving sampling reports with analyses showing an exceedence of the <br />groundwater or surface water standards, the NC Solid Waste Section issues a letter <br />requiring the operator to submit the following within 60 days: <br />(a) a survey of all drinking water supply wells in the vicinity of the facility; <br />(b) a plan to assess the nature and extent of the release; and, <br />(c) a survey of other potential sources of contamination in the vicinity. <br />Upon receipt of this plan, Solid Waste Section review and cooperative revision of the <br />plan is carried out as soon as possible. The operator is normally required to execute the <br />plan within 90 days, and required to notify immediately any threatened well owners and <br />sample their well water. If a water supply well was found to be contaminated by a <br />landfill, the Solid Waste Section would require the landfill operator to provide an <br />alternate source of drinking water to the well owner. Regardless of the existence of any <br />impact on existing supply wells near the landfill, the owner would be required to <br />implement remediation, as discussed above. This process would take place over several <br />years, with the time frame determined by the nature of the remedy and the level of risk <br />associated with the release. <br />17. "The proposed well nest seems insufficient. Please address. " <br />The reasoning that underlies the water quality monitoring system design is contained in <br />the Site Study Application for the Guess Road site, which is currently being reviewed by <br />the Solid Waste Section.
