"Who pays Joyce Engineering? - Can we have another engineering firm give a <br />competing presentation? " <br />For the work performed by Joyce Engineering for the site search process, funds are available <br />in the landfill operating budget. Once a site is selected, remaining permitting work would <br />be funded from the Acquisitions and Construction reserve fund of the Landfill Fund Budget. <br />We see no basis on which we should obtain another consulting firm to review the work <br />performed by Joyce Engineering. Any other experienced solid waste consulting firm would <br />conduct their work in much the same manner as Joyce Engineering. The Solid Waste <br />Management Department has on staff a licensed professional engineer with 32 years of solid <br />waste experience, a landfill manager with 31 years of solid waste disposal experience, and a <br />solid waste director with 20 years of solid waste experience. These individuals have been <br />involved throughout the siting process in reviewing/coordinating all siting work between the <br />local governments and Joyce Engineering. In addition, State engineers and geologists will <br />comprehensively review all work of Joyce Engineering. <br />11. "Have you figured the additional cost of litigation for Durham County and <br />surrounding property owners? Is this possible additional cost acceptable?" <br />We have no reason to believe that there are grounds for litigation at this time. Litigation <br />costs would be very difficult to predict before the nature of the complaint or case is <br />known. However, funds for any litigation are available within the Landfill Fund Budget, <br />should the Board of County Commissioners choose to litigate. <br />12. Comment on the possible lack of soil cover on the Guess Road site. <br />Much of Orange County has thin soil profiles, relative to other areas of the State. The <br />availability of properties with sufficient cover soil has been problematic throughout <br />Orange County's search for new landfill sites over the past decade, and is a common <br />problem with potential landfill sites in general. A significant percentage of sites <br />evaluated during past searches were lacking in this regard. The few sites reviewed that <br />did have ideal quantities of cover soil were omitted for other deficiencies. Eubanks Road <br />site has cover soil available on landfill owned property. On the Guess Road site, <br />sufficient cover will be available throughout much of its operating life; the deficit will <br />occur toward the end of the facility life. The availability of cover soil will affect <br />operating costs at the Guess Road site and the Eubanks Road site, and this has been <br />considered along with the many other factors that go into a siting decision. <br />Responses to Questions 3 Joyce Engineering, Inc <br />
