We have no specific <br />knowledge of a proposed elementary school behind Mars Hill Baptist Church, and cannot <br />comment on its impact. <br />5. How many trucks will be using the site in 62 years? <br />Regarding projections of future traffic, it would be difficult to state definitively how <br />many trucks will be using the site. if it is in operation 62 years from now. For design <br />purposes, we have assumed that the C&D waste stream will increase from the current <br />33,557 tons/year to about 62,000 tons/year in 2062. This would equate to about 166 <br />trucks per day near the end of the facility's life. <br />6. Why wasn't accessing the site via I5-501 considered? <br />Interstate 85 and 15 -501 to Guess Road was and is considered to be a potential access <br />route to the facility. <br />7. "What is the environmental impact of relocating C&D landfill (emissions, fuel <br />consumption), etc. " <br />There would be increased fuel consumption and vehicle emissions if the haul distance <br />were increased for landfill users. This increase would be complex to quantify, as each <br />load originates in a different location within the County. If, however, no site is located in <br />the county, these costs would increase significantly, because the haul would be much <br />longer and would result in greater environmental impact. <br />8. "What is the impact of moving the C&D landfill 20 miles from MSW regarding <br />people who go to the wrong site? " <br />If a new facility were developed, the County would notify the public in a variety of ways. <br />All account holders and known users would receive a mailing; educational press releases <br />and public announcements would be published. Other mechanisms could include notices <br />to the Durham/Orange County Home Builders Associations, notices to Local Chambers <br />of Commerce, and signage at current landfill announcing the relocation. Building <br />inspection departments would be asked to distribute notices with each permit issued. <br />9. Is there a cortf lict of interest with JFV How would they be compensated if one site <br />is chosen over another, or if no site is chosen? <br />If a landfill site (either Guess Road or Eubanks Road) is selected, and if Joyce <br />Engineering (JEI) is chosen to continue permitting and design work on that site, they <br />would be compensated for their services. The compensation received by JEI would not <br />differ significantly with either site. As licensed engineers and geologists, we are bound <br />by the laws that govern the practice of engineering and geology, and by professional rules <br />of conduct and a code of ethics. We have never, and will not in the future, make decisions <br />based on potential economic benefit to our company. JEI has no preference between the <br />Responses to Questions 2 Joyce Engineering Inc. <br />
