MEMORANDUM <br />TO: GAYLE WILSON, SOLID WASTE MANAGEMENT DIRECTOR <br />FROM: JOYCE ENGINEERING, INC. <br />RE: RESPONSES TO PUBLIC QUESTIONS ON PROPOSED C &D <br />LANDFILL SITES <br />DATE: SEPTEMBER 20, 1999 <br />At the Orange County Board of Commissioners meeting held on September 7, 1999, a <br />brief presentation was held regarding the siting process for a C &D landfill in Orange <br />County. Questions were received from speakers from the floor, and in written format <br />from concerned citizens. In an effort to address the citizens' concerns, the following <br />responses have been prepared with the support of the Orange County Department of <br />Solid Waste staff. Similar questions have been combined, allowing a single response. <br />We have tried to answer all questions to the best of our knowledge and ability. However, <br />we have not attempted to respond to statements of personal opinion or to questions <br />involving policy matters or requiring speculation on our part. <br />1. What is the mileage on the access routes, including 151501 and Guess Road? <br />For I -85, 15 -501, Guess Road: Beginning at town limits of Chapel Hill, distance is 19 <br />miles to the site; measured at 29 minutes by solid waste staff. <br />For I-40, US 70 Bypass, Hwy 57, Guess Road: 27 miles; measured at 30 minutes <br />For Hwy 86, US 70 Business, Lawrence Road, US 70 Bypass, St. Mary's Road, New <br />Sharon Church Road: 20, miles; measured at 28 minutes. <br />2. What is the design capacity of the 151501 route? Any traffic counts? <br />We are in the process of obtaining this information. <br />3. Please confirm speed limit on Guess Road <br />A speed limit sign on Guess Road to the south of the proposed site states that the speed <br />limit is 55 mph. <br />4. Discuss bridges on access routes, the impact of the proposed elementary school <br />behind Mars Hill Baptist Church, and of the school on St. Mary's Road <br />There is a 13 -ton weight limit posted on the New Sharon Church Road bridge, and also a <br />61/2-ton per axle weight limit on that road. Repairs or replacement of that bridge, perhaps <br />in 2001, could cause traffic to be temporarily rerouted.
