Fax: 7324438 or 6443002 Voice: 732-8181, x2590 To: Margaret Brown at: BOCC Page 4 of 5 Thursday, September 16,1999 1:22:21 PM <br />Guess Road Area <br />As you may know, Triangle Land Conservancy and Durham officials <br />have expressed an interest in exploring alternatives for the potential <br />C &D landfill site ( Cavin estate property) and an adjacent piece owned <br />by the Triangle Community Foundation that straddles the county line. <br />The adjacent TCF piece is 390 acres (245 acres in Durham, 145 in <br />Orange), and is being marketed by Whit Morrow for the Foundation. <br />Mr. Morrow has indicated that the Foundation is interested in exploring <br />options. The Foundation property abuts Little River and appears to be <br />a priority for open space and watershed protection for Durham, and <br />the Little River corridor is also a TLC priority for preservation. <br />Commission Jacobs and I joined representatives from Durham and TLC <br />for a look at the properties last week. TLC and Durham officials may be <br />interested in discussing a collaborative, consortium venture on these <br />properties. There also appears to be a citizens group that has made a <br />back -up offer on the Cavin (potential C &D) property. I will keep you <br />apprised of any future contacts or proposals on these properties. <br />Timeframe for Sale: Immediate for Cavin piece (option expires <br />9/30/99), Intermediate for Triangle Community Foundation piece (end <br />of year /early 2000) <br />Potential Purpose: Watershed protection, active and low- impact <br />recreation, open space. <br />Cost Estimate: Current option for Cavin piece (landfill) is $497,000. <br />Cost for Triangle Community Foundation parcel is unknown, but would <br />likely be higher per acre due to higher development potential and <br />configuration. <br />Potential Funding Sources: County: Parks land acquisition bond, <br />School /Park Reserve. Other: Durham County, private landowners <br />group with TLC, Clean Water Management Trust Fund, Parks and <br />Recreation Trust Fund. <br />Other Notes of Interest <br />...We have had an exploratory discussion with a longtime landowner in <br />Bingham Township about potential donation of a 125 -acre <br />conservation easement to the County. I will keep you apprised if there <br />is further interest by the property owner. <br />...As a final note, the Pickard Mountain purchase has been finalized <br />with Carrboro landowner Tim Toben, who now holds title to the 300 <br />acres of this land and most of the identified natural area.
