General Contents <br />The Draft Comprehensive Plan includes the following Elements: <br />2 <br />• County Profile (Data) • Parks and Recreation <br />• Economic Development Services (Utilities) and Community <br />• Housing Facilities <br />• Land Use Transportation <br />• .Natural and Cultural Systems <br />Recommendations are also provided in the draft Comprehensive Plan that addresses the <br />administration, implementation, and monitoring of the Plan that will need to take place following <br />its adoption. <br />The draft plan does not include specific implementation recommendations; work on those will <br />start once this Plan with its framework of goals, objectives, and linkages is adopted. There are <br />no changes to the County's Land Use Plan (Map) or land use categories incorporated into the <br />draft Plan. This Plan update effort is designed to establish a common data base, to pull <br />together existing ideas and information that heretofore have been scattered among a series of <br />topic-specific plans and documents, and to set the stage for subsequent community discussions <br />about implementation strategies. <br />Public Access to Materials <br />All key documents that have been produced during development of the draft Comprehensive <br />Plan, including materials that outline the planning process, have been posted on the County's <br />website. Following is the address to the Comprehensive Plan Update Webpage: <br />www.co.orange.nc.us/planning/compre_cpupdate.asp <br />PLANNING BOARD RECOMMENDATION: <br />At its October 1, 2008 regular meeting, the Planning Board unanimously recommended <br />adoption of the draft Comprehensive Plan to include the revisions reflected in the Planning <br />Board's Table of Proposed Revisions, which was provided in the October 7th BOCC meeting <br />agenda packet. <br />BOCC WORK SESSION: <br />The BOCC held a work session on October 14th to review the Planning Board's proposed text <br />revisions and to convey its required revisions to staff. Staff has prepared Attachment 1, draft <br />BOCC Table of Revisions, which is intended to capture the direction staff received at the work <br />session. In some cases the BOCC is considering changes to the text that has been <br />recommended by the Planning Board. In these cases, the language suggested by the Planning <br />Board is provided and BOCC revisions "tracked" (~~~~'-°+"r^~ ~^" and new text underlined). <br />Attachment 2 includes the Planning Board's proposed revisions, minus the line items that have <br />been revised based on direction received from the BOCC. Notations have been provided in <br />Attachment 2 to delineate the specific line items that the BOCC is revising. <br />FINANCIAL IMPACT: There is no direct fiscal impact associated with this item. <br />RECOMMENDATION(S): The Administration recommends conveying any final changes to the <br />draft Comprehensive Plan that may be required by the Board prior to the Plan, with revisions, <br />being placed on the November 18th BOCC meeting agenda for adoption consideration. <br />
