MINUTES OF THE ORANGE COUNTY @OuK :~ PAGE ~i~ <br />BOARD OF COMMISSIONERS <br />October 5, 1970 <br />The Board of Commissioners of Orange County met in regular session at 10:00 <br />o~claek A. M. on October 5, 1970, in the Commissioners Room at the Courthouse in <br />Hillsborough, North Carolina. <br />Members Present: Chairman Carl M. Smith, and Commissioners Harvey D. Bennett, <br />William C. Ray, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Minutes of the previous meeting were read and approved after corrections. <br />C. W. Davis, Orange County~s representative to the R C & D Development <br />Commission, was present to extend an invitation to the members of the Board to <br />attend the annual R C & D banauet which has been soheduled for October 27, 1970. <br />Mr. Dania further called the attention of the Board to the Pact that the trucks <br />which were hauling gravel and other material for the construction of highway 86 <br />North were using old highway $6 and thus oausing considerable damage to this <br />highway. <br />Mark $urnham presented a letter from Pearson H. Stewart which was addressed <br />to Charles Johnston, Chairman of the Orange County Planning Board. Attached to <br />said letter was a comparison of prospective sewerage study areas. Said study <br />had been prepared by the Research Regional Triangle Planning Commission as a i <br />result of the reaueat from the Board of Commiasionara and the County Planning <br />Board. Copies of said draft ware given to each member of the Board and the clerk I <br />was instructed to file a cony with the other material received at this meeting. <br />Chairman ~nith advised the Board that he and Mr. Yernon had attended .a <br />aounail of government meeting and that the Calvaader area was being considered <br />for industrial development. <br />Clarence Jones, Chairman oP the Human Relations Council, reviewed the <br />membership of the aounoil with the Board. He stated that there were sixteen <br />_ members who were active and interested, however, ha Headed to have four more <br />persona appointed in order to bring the original number to twenty. Discussion <br />ensued and Mr. Jones suggested that it might be wise to include at least two <br />high achpol students Por appointment to the council. The County Administrator <br />was directed to contact the principal of Orange High School and request that <br />recommendations be made as to prospective nominees. <br />Chairman Smith reviewed the following items with the Board: <br />A letter from the Manager of the Nursing home located on the American Legion <br />Road requesting the speed limit on said road be lowered to thirty-five (35) miles <br />per hear due to the foot some of the residents of the home used the road. The <br />Clark wee instructed to write the State Highway Commission reauesting that the <br />speed limit on said road be designated as thirty-five (~5) miles per hour. <br />i <br />That he had been informed that apace must be provided for the Drivers License <br />Examiner in the Chapel Hill-Carrboro area and that in discussing the matter it had <br />been suggested to him that the County try to secure funds for the building of a <br />highway patrol headquarters which would house the patrolmen of the area and which <br />would -also house-the licenae7 examiner. Chairman Smith stated further that <br />apparently a number of Durham County residents did utilize the faoilities currently <br />located in the Southern part of the County and that it. had .been suggested to him <br />that a State Highway Patrol building should be erected on the Durham-Chapel Hill <br />Boulevard. Discussion ensued. The Clerk was instructed to write the State Highway <br />Patrol headquarters and make inquiry as to the regulations which governs the <br />securing of funds and how to proceed in the matter of making application for the <br />building of a patrol headquarters, <br />Commissioner Sennett informed the Board that at a Council of Government <br />meeting in Hillsborough a representative of the Chamber of Commerce had discussed ' <br />with him the matter of the license examiners office, which is currently housed in <br />space owned by North Carolina National Sank. It was suggested that the County <br />of Orange and the Town of Chapel Hi11 aoasider making some type of financial <br />re-numeration fnr the use of this facility. goward Lea, Mayor of the Town of <br />Chapel Hill, and Joe Nsasif, Town Alderman, agreed to pursue the suggestion with <br />the Hoard of Aldermen of the Town of Chapel Rill. Discussion ensued. <br />A letter from the State Board of Realth regarding policies of employment for <br />local Health Directors and a holiday schedule and attendance leave ware also <br />presented. <br />A statement of State and Federal participation in the 1970-1971 expenditure <br />for County Social Services Administration was presented and reviewed. <br />
