(RBC) to <br />provide Construction Manager at Risk ( "CMAR ") services for the renovation and adaptive re -use <br />of space leased at the Hillsborough Commons Facility for use as office space by the <br />Department of Social Services. <br />BACKGROUND: On September 2, 2008, the Board approved a lease for approximately 57,000 <br />square feet in the Hillsborough Commons Shopping Center on Mayo Street, Hillsborough for <br />use as offices for the Department of Social Services (DSS). The County has an option to <br />purchase the entire shopping center by February 2012. <br />On March 6, 2008, the Board authorized staff to retain the services of an architect to design the <br />project. Corley Redfoot Zack (CRZ) of Chapel Hill was selected following interviews with three <br />local architects. (Dixon Weinstein Architects, MHA Works and CRZ). The design process has <br />begun with the DSS supervisors. A design charrette is planned in the near future to ensure <br />input is received from the entire DSS staff, DSS Board members and County Commissioners. <br />In early October 2008, solicitations for CMAR services were received. A total of five firms <br />submitted proposals and three were interviewed. (LeChase Construction, Professional Builders <br />and Resolute Building Company). While all interviewees are imminently qualified contractors, <br />Resolute Building Company (RBC) of Chapel Hill is recommended based on its specific <br />qualifications and experience for this project. The designer, CMAR and County staff have <br />devised a schedule that allows the project construction to commence in early January 2009 with <br />delivery for DSS use projected for the late- second quarter of 2009. <br />FINANCIAL IMPACT: The contract for the pre- construction services is $6,500. At such time <br />design information is prepared in sufficient detail so the CMAR can price the work, a <br />Guaranteed Maximum Price ( "GMP ") will be prepared and presented to the Board for approval. <br />Should the Board accept the GMP, the pre- construction services fees included within this <br />contract will be waived. The DSS Space Capital Project Ordinance, approved by the Board on <br />May 1, 2008, provides initial funding for this project, including the $6,500 for these pre - <br />construction services. <br />
