Fikes, 245-2490 <br />PURPOSE: To award housing rehabilitation contracts for the Orange County CDBG Scattered <br />Site Housing Rehabilitation Program. <br />BACKGROUND: The Housing and Community Development Department solicited bids from <br />qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation <br />Program for attached work specifications. <br />The informal bidding process is governed by the North Carolina General Statues §143-131 and <br />does not require a minimum number of bids. Additionally, present program. procedures provide <br />that housing rehabilitation contracts be awarded to the lowest responsible bidder. All <br />contractors participating in the County's Rehabilitation Program are required to utilize current <br />deconstruction and material recycling methods during the repair process. <br />Bids were solicited from participating contractors for the housing repair work for the two <br />properties. Bid results are attached. It should be noted that the lowest bid for the Starlite Drive <br />property was determined to be non-responsible. Therefore, the next lowest bid is recommended <br />for award. The non-responsible bidder has been notified of this recommendation. <br />FINANCIAL IMPACT: Funds are provided by a CDBG Scattered Site Housing Rehabilitation <br />grant awarded by the N.C. Department of Commerce in the amount of $400,000. The total cost <br />of these contracts is $97,065. <br />RECOMMENDATION(S): The Manager recommends the Board award the following housing <br />rehabilitation contracts: <br />Dwelling Unit Bid Amount Contractor <br />104 Starlite Dr., Carrboro $56,600 Remaley Construction Co. <br />521 Spruce St., Hillsborough $40,465 Remaley Construction Co. <br />
