ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: November 6, 2008
Action Agenda
Item No. 3-
SUBJECT: Presentation of Draft Orange County Social Justice Goal
DEPARTMENT: Human Rights and Relations PUBLIC HEARING: (Y/N) No
Office
ATTACHMENT(S): INFORMATION CONTACT:
Minutes from SJG Work Session Shoshannah Smith, 960-3877
Social Justice Goal (Under Separate
Cover)
PURPOSE: To present the Orange County Human Relations Commission (HRC)
recommendations regarding a proposed Orange County Social Justice Goal as requested by
the Board of Commissioners.
BACKGROUND: The draft Social Justice Goal responds to a February 2004 directive from the
Orange County Board of Commissioners. The BOCC requested that the Orange County
Human Relations Commission (HRC), through the Human Rights and Relations Office (HR&R),
develop a proposed social justice goal for Orange County.
The HRC and staff solicited feedback from over 550 stakeholders representing diverse
segments of the Orange County community. The enclosed document was crafted based upon
input from Orange County residents, Orange County human services departments, and Orange
County citizen-advisory boards and commissions.
On February 12, 2008, the BOCC held a work session with the HRC to discuss the progress of
the Social Justice Goal project. The HRC took feedback from this work session and, after
extensive editing and review, created the attached final draft Social Justice Goal report. The
body of the report has been condensed to five (5) pages, with extensive reference material
included in the three (3) attached appendices. The major goals included in the report are
summarized as follows:
• Foster a Community Culture that Rejects Oppression and Inequity
• Ensure Economic Self-Sufficiency
• Create a Safe Community
• Establish Sustainable and Equitable Land-Use and Environmental Policies
• Enable Full Civic Participation
