Summers
TELEPHONE NUMBERS: - - ext. 2411
Hillsborough 732 -8181
Chapel Hill 968 -4501
Durham 688 -7331
Mebane 227 -2031
PURPOSE: To renew the contract between the Animal Protection Society and Orange County for
Animal Shelter Services
BACKGROUND: Each year Orange County contracts with the Animal Protection Society (APS)
for sheltering services for animals. The APS estimates that it will provide sheltering services to
6,925 animals for an average of seven days each for the calendar year 1999. The APS also supports
its programs through private donations and fees. The total APS budget is $519,986. The requested
County support is $356,974. The Town of Carrboro's funding will be $2,369, the Town of Chapel
Hill's funding will be $7,597, $84,481 is from private donations and $68,565 is from fees.
This contract has traditionally come to the Board of Commissioners in September rather than June
so that the Animal Protection Society can transact both the animal cruelty investigator appointments
and the contract at a single meeting. If it is the Commissioners desire, the contract can be brought
in June with the other annual contract renewals.
FINANCIAL IMPACT: The contract amount of $356,974 is for the 1999 -2000 fiscal year and
was included in the approved budget.
RECOMMENDATON(S): The Manager recommends that the Board of Commissioners approve
the 1999 -2000 contract with the Animal Protection Society in the amount of $519,986 for
sheltering services.
