ORANGE COUNTY
BOARD OF COMMISSIONERS
Action Agenda
Item No. ~,-
ACTION AGENDA ITEM ABSTRACT
Meeting Date: September 21, 1999
SUBJECT: Resolution: Support of Funding for Freedom House
DEPARTMENT: Manager's Office
PUBLIC HEARING: (Y/N)
BUDGET AMENDMENT: (Y/N)
ATTACHMENT(S):
Resolution
DHHR Request for Funding Proposal
(to be sent later under separate cover)
INFORMATION CONTACT:
Sharron Siler
TELEPHONE NUMBERS: - -ext. 2300
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331 -----
Mebane 227-2031
PURPOSE: To approve a resolution in support of funding for Freedom House as presented in
House Bill 1052: An Act to Appropriate Funds to Support the Programs of Freedom House.
BACKGROUND: Freedom House, located on Airport Road in Chapel Hill, is a nonprofit agency
that provides residential treatment to assist in the recovery of addiction. The agency, operational
since 1971, offers detoxification programs, ashort-term acute stabilization program, a women's
long-term residential program, and a men's long-term residential program in conjunction with its
LifeSkills Education Program.
During the last session of the General Assembly, Representatives Verla Insko and Joe Hackney
sponsored House Bill 1052: An Act to Appropriate Funds to Support the Programs of Freedom
House. The bill, approved for FY 1999-2000 in the amount of $100,000, was combined with other
similar initiatives and budgeted within the Department of Health and Human Resources (DHHR).
Officials from Freedom House have been advised that an RFP process will be conducted by DHHR
to determine the funding appropriations. To ensure the most favorable results, Freedom House has
requested that the Board of Commissioners endorse their RFP in support of program funding as was
originally approved in House Bill 1052.
The RFP from Freedom House and a resolution supporting their funding is attached.
FINANCIAL IMPACT: None known at this time.
RECOMMENDATON(S): The Manager recommends that the Board approve the resolution and
authorize the chair to sign.
