For the past several years, Chapel Hill Solid <br />Waste Department staff, acting under direction from the Landfill Owners' Group, have been <br />exploring options for a new C&D site within Orange County to replace the current facility when it <br />reaches capacity. <br />During the past few months, the Board of Commissioners has taken the lead among the three <br />LOG partners in considering two specific sites -one adjacent to the current facility on Eubanks <br />Road in Chapel Hill Township, and the other near Guess Road in Little River Township. While <br />Joyce Engineering, Inc. has been conducting technical evaluations of the suitability of these two <br />potential sites, the BOCC has sponsored several meetings, including an August 10 community <br />meeting in Caldwell, the presentation of the Joyce Engineering report on September 7, and a <br />public hearing on the potential C&D sites on September 21. <br />Among the perceived advantages of the Eubanks Road site are its proximity to the major waste <br />generation center, its proximity to existing solid waste management operations, the fact that <br />much of the site is already publicly owned, and its comparatively lower estimated development <br />cost ($150,000). Perhaps the most significant perceived disadvantage is its location in a <br />
