Introduction <br />The Department of Housing and Urban Development is committed to eliminating racial <br />and ethnic segregation and other discriminatory practices in housing and uses all of its <br />programmatic tolls to achieve this goal. Therefore, the Department requires all HOME <br />Participating Jurisdictions -The Orange County HOME Consortium, and all Community <br />Development Block Grant (CDBG) Entitlement Cities -The Town of Chapel Hill, to pursue <br />efforts to affirmatively further fair housing with begins with Fair Housing Planning. The <br />fundamental goal of fair housing planning is to make housing choice a reality. Additionally, the <br />N.C. Department of Commerce -Division of Community Assistance requires all Small Cities <br />CDBG Program recipients to affirmatively further fair housing through Fair Housing Planning. <br />Fair Housing Planning involves three main steps: <br />1. Conducting an analysis to identify impediments to fair housing choice within the <br />jurisdiction; <br />2. Taking appropriate actions to overcome the effects of any impediments identified <br />through the analysis; <br />3. Maintaining records reflecting the analysis and actions taken. <br />Analysis of Impediments <br />The following Analysis of Impediments (AI) is a review of impediments to fair housing <br />choice in Orange County including the Towns of Carrboro, Chapel Hill, Hillsborough, and <br />unincorporated Orange County. The AI includes: <br />1. An analysis of demographic data and a housing needs assessment; <br />2. A comprehensive review of the jurisdiction's laws, regulations, policies, procedures, <br />and practices; and _ - <br />3. An assessment of conditions, both public and private, affecting housing choice for <br />members of the protected groups. <br />4. Assessment of Current Fair Housing ProgramslActivities <br />5. Conclusions and Recommendations <br />Specifically, the Impediments to fair housing choice are any actions, omissions, or <br />decisions taken because of race, color, religion, sex, disability, familial status or national origin <br />which restrict housing choices or the availability of housing choices. It also includes policies, <br />practices, or procedures that appear neutral on their face, but which operate to deny or adversely <br />affect the provision of X11 citizens. <br />Pre am ation <br />This AI was developed by the Orange County Housing and Community Development "" <br />Department and the County Human Rights and Relations Department with assistance and <br />consultation with the Towns of Carrboro, Chapel Hill, and Hillsborough. <br />2 <br />
