current Fair Housing Profile <br />The Board of County Commissioners established the Orange County Human Relations <br />Commission in 1987. The Commission is composed of twenty-three members. The towns of <br />Carrboro, Chapel Hill and Hillsborough are each allocated two seats, with the remaining <br />seventeen positions considered at-large seats with representation sought from all townships. <br />The mission of the Orange County Human Relations Commission is: <br />- To promote the equal treatment of all individuals; to prohibit discrimination in employment, <br />housing and public accommodations; <br />- To protect residents' lawful interest and their personal dignity and to prevent public and <br />domestic strife, crime, and unrest within Orange County; and <br />- To carry out in Orange County the policies provided for in various federal rules, regulations, <br />and laws prohibiting discrimination in, among other areas, housing, employment, and public <br />accommodations. <br />The Orange County Human Relations Commission in 1989 conducted a series of public hearings <br />on discrimination in the areas of, among others, employment, housing and public <br />accommodations; and found that discrimination exists in Orange county in the areas of, among <br />others, employment, housing, and public accommodations. <br />The Orange County Civil Rights Ordinance provides protection for citizens based on their race, <br />sex, color, national origin, religion, age, disability; familial status and veterans status in the area <br />of housing, employment and public accommodations. <br />Why a Local Ordinance? _ . <br />* Improved access for complainants and respondents; <br />* Increased opportunities for mediation and conciliation; <br />* Quicker, less expensive, and more effective resolution of complaints; <br />* Educational workshops, seminars, and technical assistance to prevent discriminatory <br />practices, and <br />* Amore accessible, user-friendly way to address issues and answer questions. <br />During FFY 98, the Department of Human Rights and Relations received and processed cases <br />under the Civil Rights Ordinance: •- <br /> FFY 98 Current FFY 99 <br />as of 9/2/99 <br />Housin 10 0* <br />Em to ent 41 41 <br />Public <br />Accommodation 2 3 <br />*HUD starts counting cases for FFY 99 July 1, 1999. <br />17 <br />
