The numbers for Carrboro, Hillsborough, and the Orange County portion of Mebane, <br />have been 28%,7% and 0.69% respectively. Additionally, Chapel Hill has experienced the <br />highest percent increase in the number of homes constructed per capita between 1950 and 1990. <br />The number of residences, per capita, in Chapel Hill increased by 138% while the figure for <br />Carrboro was 86% and Hillsborough was 43%. Residences per capita decreased by 33% for the <br />Orange County portion of Mebane. <br />Since April 1990, approximately 7619 units have been constructed throughout the County. <br />Approximately 52% of the total number of units built in the County since April 1990 have been <br />constructed in municipalities. These studies have all come to the conclusion <br />that there is not enough affordable housing in Orange County to meet the needs of low-income <br />residents, and in particular low income families. <br />13 <br />
