Woodgreem 3ubctlvision Preliminary Plan <br />4 The Board considers a preliminary plan for the Woodgreen subdivision located on a 30.7-acre tract in ~ ~_ <br />5 Cheeks Township near the intersection of Dimmocks Mill and Moorfields roads. <br />6 Planner Karen Lincoln made this presentatron_ <br />7 Director of Environmental Health Ron Holdway said that there are space restraits on all the lots. He <br />8 illustrated an integrated system which decreases the amount of space needed by 2596 for the system. They <br />recommend another system which will decrease [he arnount of space needed by 50%. <br />1U Commissioner Brown confirmed that there is not one conventional system recommended for this <br />11 Subdivision. <br />12 Geoffrey Gledhill said that you can create aminimum soil re;yuir~ment without saying what kind of system <br />13 must go in. <br />14 Mike Barr, land surveyor, said that the reason for the smaller lots is to allow open space. They have worked <br />15 with the neighbors to meet as many of the needs as possible. <br />1G Chris Lamb said that he lives directly across the street from this subdivision. Me will have impact from the <br />17 noise and traffic from this subdivision. lirey recognize that they have met the regulations and open space requirements. <br />18 These homes will not have a back yard. He is concamed about 25 new septic system:. >across the street and 25 new <br />I9 wells. From his viewpoint, this development offers no benefit to their communtty. He is against this proposed <br />20 .subdivision. <br />21 Luther Stirwalk feels this area is a garden spot. He feels this is an overdevelopment in the middle of this <br />22 garden spot. He does not want to make this part of Orange County the back yard of Chapel Hill and Durham. <br />23 In answer to a question from Chair Gorclon, Geoffrey Gledhill said that at the time this application was <br />24 submitted, the innovative systems were approved for flexible development. <br />23 Commissioner Brown said that this is an example of a development that does not characterize the carrying <br />2G capacity of the land. She would like to have the developor work with Mr. Hotdway to find a way to use conventional <br />27 system. Chair Gordon agreed. <br />28 A motion was made by Commissioner Brown, seconded by Commissioner Jacobs to deny. <br />29 VOTE: UNANIMOUS <br />30 <br />3t <br />32 ~ Bid Award/font ct A royal • Efland Cheeks Communi School ark <br />33 The Board considered bids and contract approval for construction of the Efland Cheeks Community School <br />3a park. <br />35 John Link said that in addition to the funding options listed in the abstract, the money set aside for <br />36 schoohpark development could be used. <br />37 Purchasing Director Pam Jones explained tho options end wha! would be inducted in each project. <br />38 Commissioner Jacobs, Commissioner Halkiotis, Manager's recommendation school/park reserve money <br />34 or bond money option #2 $50,000 from fund balance -they did not use the schooVpark reserve money <br />40 VOTE: UNANIMOUS <br />al <br />42 h . Cre Wood Subdivision Prelimina Plan <br />43 The Board considered a preliminary plan for the 482-acre Creek wood subdivision located between <br />44 Whitfield and Mt. Sinai roads in Chapel Hill Township. <br />45 Planner Eddie iUrk made this presentation. This subdivision islocated between Witfield and Mt. Sinai <br />46 roadsin Chapel Hill Township. <br />a~ Jack smite(?) said that they have planned for one year. This is a private/public partnership. from Kimley <br />48 Hom consultants on this project. <br />4~ A motion was made by Commissioner Brown to approve the project with the addition of a declaration that <br />5o this particular project w1N not beprovided water and sewer since they are located in the rural buffer.
