2 <br />C. After soil testing, the Town and County should decide on the optimal use of the entire site based <br />on the needs of both local governments. Exchange of acreage between the Town and the County <br />should be considered as a means of overcoming site limitations and more fully utilizing site <br />advantages. <br />D. If no intended use can be determined for certain acreage, the Town and County should consider <br />acreage as surplus property and auction to the highest bidder. <br />E. The Town and County should also consider leasing property to private non-private <br />organizations. <br />FINANCIAL IMPACT: The soil testing and environmental analysis will cost approximately <br />$30,000. The County share of the amount will be 62% or approximately $18,600. <br />RECOMMENDATON(S): The Manager recommends that the County expend $18,600 from the <br />Northern Fairview Capital Improvements Project for soil testing and environmental analysis of the <br />Northern Fairview Landfill Site. <br />
