<br />Agenda Item 9b -Master Aging Plan Task Force and Committees <br />POINTS FOR DISCUSSION AND POSSIBLE ACTIONS <br />Background: The ordinary procedure used by the BOCC to create boards and <br />commissions is as follows: <br />1. Create them, formulate a charge, and set up a committee structure at <br />one meeting. <br />In this case, the commissioners did approve a new goal with respect to <br />the MAP but did not formally create the commitee with a charge and committee <br />structure (see excerpt from May 11 meeting) <br />2. Make appointments at a later meeting, after the Clerk's office has <br />advertised, recruited, and screened resumes. <br />In this case, the process was handled by the Dept. on Aging with the <br />knowledge of the Clerk's office. However, -the Clerk's office did not review or <br />screen the resumes. <br />A Creation of the Master Agina Plan (MAP) Task Force <br />1. Create the Master Aging Plan (MAP) Task Force and subcommittees, <br />suggesting a structure. <br />a. The task force and sub-committees could have two separate <br />parts, namely, members and staff. <br />b. There could be roughly the same number of members on each <br />committee. <br />2. Ask that there be a charge for each sub-committee. Indicate that the <br />the final MAP should be a prioritized list of plan elements, with an <br />approximate cost associated with each. This aspect of the plan should be <br />included in the charge. <br />3. The timeline for the MAP should indicate that at the end of each <br />significant stage, the recommendations would be brought back to the BOCC <br />before they are distributed to others, including other elected officials. These <br />key points include the approval of the list of issues and the prioritized issues, <br />the strategies and the draft strategic plan, as well as the approval of the final <br />plan. <br />B Auuointment of the MAP Task Force and Subcommittees <br />Ask that the fallowing items be addressed so the BOCC can make these <br />appointments at a later meeting in October (if possible) <br />1. Ask the Clerk to recruit additional members to ensure greater <br />diversity, at least with respect to demographic diversity, e.g. membership from <br />Cedar Grove, the Hispanic/Latino community, etc. <br />2, Ask the Clerk to perform the usual process of screening the resumes <br />for residence in Orange County, whether the person serves on any Boards and <br />Commissions. Also, there should be some attention to the number of Orange <br />County employees, and whether they could/should be considered staff for <br />groups. <br />3. Provide the complete resumes to any commissioner upon request. <br />4. Someone could check with the applicants to see if they would be <br />willing to serve on their second choice subcommittees, since right now there <br />is a great difference in the numbers on each committee. Try to make the <br />subcommittees of approximately equal size. <br />S. Consideration could be given to whether the Advisory Board on <br />Aging could do the annual upddates, after the original MAP is completed. <br />
