The additional time required For bussing students from the <br />Mebane area in to the Hillsborough area whould provide a <br />hardship for the children. <br />3. In order to participate in school athletics, considerable <br />inconvenience was caused both to child and parent. <br />~1. The social, religious and civic ties are located in and with <br />the Mebane area and there is no desire to break them. <br />5. A dubl bus system exists in Orange County. <br />6. Inconvenience encurred by parent and student in order <br />for them to receive private instruction from instructors <br />in the Mebane area. <br />7. Long distance call will be necessitated because of separate <br />telephone exchanges. <br />Mr. Dixon stated he was of the opirion the Orange County Board of Education wanted <br />these area students in order to acquire the twelve (12) additional teachers for their <br />school system and that the School Hoard further wanted to increase its school population <br />in order to build an additional school and that it wished to stop the Alamance County <br />busses from crossing into Orange County, <br />Mr. Dixon further stated that if these 385 students were moved into the Orange <br />County school system, it would require approximately $35,000 in additional money from <br />the County and that the purchase of at least three new busses would be required to <br />transport said students. He then requested that Jack Phelps and Alan Hawkins, realtars, <br />access the real estate market in the area being affected by the proposed transfer <br />of students. These gentlemen stated that it would be difficult to determine the <br />exact amount that real estate value had declined in the area. However, they stated <br />that a housing development in the area had been abandoned and that a new site had <br />been acquired in Alamance County. <br />Mr. Dixon urged the Board of Commissioners to assist in having the Orange County <br />Board pf Education repeal its previous action. He sited the following reasons: <br />1. Re-assigning of pupils has caused a decrease in real <br />estate values. <br />2. The additional expense and inconvenience would cause <br />hardships on both parents and students. <br />3. Most of the children want to attend the Mebane schools. <br />4. Loss of income from rental property. <br />Chairman Smith advised Mr. Dixon and the group present that the Board would <br />discuss this matter with the Orange County Board of Education as soon as possible. <br />Chairman Smith informed the Board that Wiley Perry had asked the following <br />question. "Would Orange County permit sewage in its lines located near the <br />Industrial Park area for a proposed residential development which he is planning to <br />build?" <br />Chairman Smith asked Jack Fhelps, Mayor of the Town of Mebane, what his thoughts <br />were on this matter. Mr. Phelps stated that the Board of Aldermen of Mebane had <br />taken no official position on Mr. Parry's question. He stated further that he <br />perspnally was in favor of allowingg the sewage line to be.used for residential <br />purposes; however, his final d9ci~iop would not be reached until an engineering <br />report could be prepared".,. He stated that he felt all concerned should be made <br />aware of the effects which 35D housing units whould have on the current capicity of <br />the Mebane Sewage Plant, the pumping station located in the Industrial Park area <br />and the force mains from the Park to the Mebane system. <br />Chairman Smith stated that Mr. Phelp's opinion was the same opinion which was <br />held by the members of the Orange County Board of Commissioners. <br />Mr. Phelpps stated that he had been requested to investigate the possibility of <br />extending an 8 inch water main 1,000 feet down Center Street into Orange County. He <br />stated that there were only six families living on this street and that these families <br />were expecting service from Orange County or the Orange-Alamance Water System, inc. <br />Chairman Smith stated that the County of Orange was not in the position to make <br />an extension along Center Street. <br />Alan Hawkins requested the Board to establish a firm policy on water ,and sewer <br />lines extension in the Industrial Park area. Discussion ensued relative to acreage <br />fees on the property located in the Park area. Mr. Hawkins was unable to recommend <br />an acreage fee. <br />h <br />
