BOOK `~ ~,cE 2$~ . <br />Jake Wicker pointed out that adequate authority exists to <br />conduct feasability studies. Also adequate authority exists to <br />finance water and sewer installations if a county is financially <br />able to undertake them. Guilford County, as an example, had <br />installed water and sewer lines, and through its assessment <br />authority is collecting from the benefitted property owners the <br />cost of the work over a period of years. <br />It was the general feeling of the group that the County <br />Commissioners should ask the Planning Board to request the <br />Research Triangle Regional Planning Commission to designate <br />the areas in Orange County that presently are having or causing <br />` serious water or sewer problems. If sufficient need is apparent <br />'- and local interest developer in any of these areas the Board might <br />then give consideration to undertaking a feasability study. <br />It should be noted that the feasability study is only the <br />first step toward the provision of water and sewer services frr <br />a given area. It is also the only step that would be substantially <br />county financed. Construction of the project itself must be <br />financed by the benefitted area in any way that might be available <br />at the time.~~ <br />Discussion ensued relative to the feasability study. Upon motion of Commissioner <br />Ward, seconded by Commissioner Ray, it was moved and unanimously adopted that the County <br />Planning Hoard have the Research Triangle Planning Commission conduct a survey of the , <br />areas of the County which are experiencing problems, relative to water and sewer, and <br />to also have the Research Triangle Planning Commission make a projection as to the I <br />areas of the County which they felt might soon be experiencing like problems. r -•• i <br />f <br />Chairman Smith advised the Hoard that there were several appointments which needed ~ ' <br />to be made on the Chapel Hi11 Hoard of Adjustments. Upon motion of Commissioner Ward, <br />seconded by Commissioner Walker, it was moved an unanimously adopted that Robert H. , <br />Frey of Old Lystra Rpad, Chapel Hill, North Carolina, be appointed as a member of the <br />Chapel Hill Hoard of Adjustments. Said term to became effective as of July 1, 1970. <br />Road petitions were submitted for County Road 1707, Park Place, and County Road <br />1708, Mountain View, and the Clerk was directed to forward same to the State Highway <br />Commission. <br />Commissioner Ray stated that he felt some type of recording device should be <br />acquired for the purpose of taping the sessions of the Board. The Clerk to the Board ! <br />concurred with Commissoner Rays suggestion. Discussion ensued and the Chairman <br />instructed the County Administrator to investigate the types of equipment which would <br />best serve for this purpose. <br />Commissioner Bennett stated that Mr. Huffman of the Industrial Committee had called i <br />him relative to affixing a definate charge per acre on the property located in the <br />Industrial Park complex, as it was difficult far the members of the Industrial Committee ~ <br />to discuss this item of cost if they were not aware of these costs, <br />I <br />Discussion ensued relative to Mr. Huffman's request. The Board agreed that no { <br />definate figure as to cost pox acre could be projected as the cost factor must be <br />determined on the accessibility of the current sewage and water lines. <br />The matter of the Ambulance cost for the Southern part of the County was brought <br />before the Board. Upon motion of Commissioner Ward, seconded by Commissioner Sennett, l <br />it was moved and unanimously adopted that the County Administrator contact the towns ~ <br />of Chapel Hi11 and Carrboro and propose to them the following precentage ratio relative <br />to ambulance service costs. <br />Chapel H111 36.1% or 512,743.00 <br />Carrboro 6.5% or 5 2,295.00 ~ <br />Orange County 5'7.4% or 520,262.00 ~ <br />Tom Ward, Social Services Director, presented the Following Blind Aid Agenda. <br />Aid to the Blind Agenda <br />j <br />June 1, 1970 ~ <br />NAME $FF. Craig, Commissioner of the State Depart- <br />ment of Social Services, in which Mr. Craig requested that the Public Assistance Budget <br />Estimate far 1970-71 Fiscal Year be transmitted to his department. No action was taken <br />on this request. ; <br />
