<br />Developers may donate schools in trade for Cary water
<br />Roger Perry and Craig Davis are
<br />discussing the idea, still in the
<br />incubation stage, with the town.
<br />Wake school administrators are
<br />hopeful about the proposal.

<br />GARY -Two developers may donate an ele-
<br />mentary school each to the town as part of
<br />the bargaining over scarce municipal water
<br />for their unrelated new projects.
<br />If Roger Perry or Craig Davis does hand
<br />over aschool - a gift w~.•th millions of dol-
<br />lars - it would probably be a first in North
<br />Carolina. It also would appear to be a dream
<br />come true for Wake school leaders, given the
<br />defeat in June of their $650 million school
<br />bond package.
<br />Stella Shelton, a spokeswoman for the
<br />school system, said administrators had met
<br />with the developers, but that the proposals
<br />weren't far enough along for comment.
<br />"Certainly, though, we're in a position to
<br />listen to any offers like that," she said.
<br />Craig Davis Properties of Raleigh is one of
<br />the region's largest office and warehouse
<br />builders and also is a partner in developing
<br />the retail portion of the Meadowmont mixed-
<br />use project in Chapel Hill.
<br />Davis bought an 80-acre tract in northern
<br />Cary a year and a half ago and wants. to build
<br />a mixed-use project there called Page Plaza.
<br />It would be biased toward commercial con-
<br />struction, but also would include homes built
<br />to the emerging high-density, pedestrian-
<br />friendly model and perhaps the school.
<br />Perry, whose East West Partners is best
<br />known for its role as lead developer of
<br />Meadowmont, built extensive experience in
<br />negotiating with local government during the
<br />grueling approval process for that project.
<br />He was brought in earlier this year as the
<br />managing partner for the 1,100-home Cary
<br />Glen planned unit development in northwest
<br />Cary.
<br />There are aheady homes for sale at Cary
<br />Glen, which was originally planned as a tra-
<br />ditional residential project with mostly sin-
<br />gle-family homes. But Perry envisions
<br />redrawing the plans toinclude ahigh-densi-
<br />ty,pedestrian-oriented project with a village
<br />center featuring homes and. offices above
<br />retail shops and maybe a school, too.
<br />"We're considering all kinds of things at
<br />this point to help us fit the new development
<br />patterns in Cary and allow us to get insoon-
<br />errather than later," Perry said.
<br />The town has a water shortage, and in
<br />August set up an allocation system to divide
<br />the modest amount of remaining capacity
<br />between commercial and residential devel-
<br />o The system savors olderprojects,something
<br />that could hold back Cary Glen and Page Plaza.
<br />But the town added a clause that itwould pro-
<br />videwaterforanynewschool,andseveral City
<br />Council members said that could be stretched
<br />to include both entire projects.
<br />City Council member Glen Lang said that
<br />the discussions had centered on 650-student
<br />elementary schools.
