Satellite annexations by the City would not be effectuated unless there was <br />an approval by the County or a joint planning agreement between the <br />parties was in effect regarding this issue. <br />2. Contiguous annexations by thecity within the County portion of the ETJ <br />would. include a notice provision and a Finding of land use compatibility.. <br />.pursuant to a jointly adopted land use plan. <br />B. Water and Sewer Service Plans <br />1. The collaboration of both parties on water and sewer infrastructure plans <br />would provide a basis of the density and intensity of future land use plans. <br />2. The Joint Planning Agreement (JPA) would address the projected <br />boundaries of the service azea, the schematic location of existing-and <br />proposed utility lines and a capital improvement program funding and <br />schedule. <br />
