BOARD OF COUNTY COMMISSIONERS WORK SESSION <br />ORANGE COUNTY COMPREHENSIVE PLAN 2000 <br />GIS PRESENTATION <br />October 12, 1999 <br />The primary goals of urban and rural planning are: <br />A. To encourage development where adequate public services exist, and <br />B. To discourage development where it is difficult to provide services, and <br />C. To discourage development where environmental preservation is <br />warranted. <br />PRINCIPLES <br />Several basic planning and local government administration principles can <br />be employed to shape growth patterns. The comprehensive plan is an <br />elaboration of the goals, objectives and policies (GOP's) that acts as a guide <br />for the ensuing implementing land development regulations. <br />GIS PRESENTATION <br />The GIS presentation will illustrate the application of the principles noted <br />below on a county -wide basis. Various public facilities and general <br />environmental areas (planning attributes are noted on following pages) have <br />been located on the Orange County map. (To be illustrated at the meeting.) <br />GROWTH ATTRIBUTE KEY <br />Concentric and colored distance rings or buffers were added around facilities <br />and features to illustrate the highest or lowest value to direct or discourage <br />growth, respectively. Example: <br />Green The best possible location for development based <br />on a specific planning attribute <br />Blue Transition <br />Yellow Proceed with caution <br />Orange Transition <br />Red and White Least potential growth and probable area to <br />discourage growth based on various environmental <br />an public service factors. <br />
