Supr., Ext. 2589 <br />TELEPHONE NUMBERS: <br />Hillsborough <br />-732-8181 <br />Durham <br />-688-7331 <br />Mebane <br />-227-2031 <br />Chapel Hill <br />-967-9251 <br />PURPOSE: To receive a report on land use planning in Orange County and discuss ideas for the <br />preparation of a new comprehensive plan (with particular emphasis on the land use <br />element). <br />VIEW GIS PRESENTATION <br />BACKGROUND: The Land Use Element of the Orange County Comprehensive Plan (as amended) was <br />adopted in September 1981 with a 20 year planning horizon. Beginning work on a new <br />plan early in FY 1999 -2000 will allow time to prepare the plan and pursue adoption in the <br />latter part of 2001. Besides the 20 year time line and changes in existing conditions, <br />events coalescing in favor of a new plan at this time include: the upcoming Year 2000 <br />Census; the availability of GIS technology to prepare maps and perform spatial analysis; <br />the completion of the Shaping Orange County's Future initiative; and new leadership in <br />the Planning Department. <br />The memorandum entitled "Comprehensive Plan" contains an attachment entitled <br />"Twentieth Century Land Use Planning." Please pay special attention to item A (The <br />Development Management Plan) on page 375, item B (The Contemporary Hybrid Plan) <br />on page 377, and Table 2 (Comparison of Plan Types) on page 381. <br />As part of the Comprehensive Plan, area plans may be prepared which focus on a portion <br />of the County such as a township, a watershed or an interstate highway interchange. <br />h:\complan\pb7-13ab.doc\7-6-99\gb <br />
