Draft 10/8/99 <br />2. Parks and Recreation. Trust Fund <br />The Parks and Recreation Trust Fund (PARTF) is a dollar-for-dollar <br />matching grant program available for local governments and state <br />agencies for parks and recreation. projects. It is funded through a <br />portion of the real estate deed transfertax -revenue stamps <br />collected by counties for both the state and county. <br />As reported in the Master Recreation and Parksreport, through- <br />March 1999, Orange County (including the towns) deed ransfers <br />° have contributed $1,351,727 into the Parks and Recreation Trust <br />Fund. Of that amount,- $304,139 has gone to the local government <br />matching grants program. To date, the N.C. Recreation `and Parks <br />Authority fias allocated $31,500 back into Orange County, to the <br />Town of Hillsborough for the Occoneechee. Mountain Park. This is <br />the only local funding..received.. <br />3. Natura/Heritage Trust Fund (through state agencies) <br />The Natural Heritage Trust Fund is also funded through a portion of <br />..the real estate -deed transfer tax. 'This fund, however, is available <br />only to state agencies as a funding source to acquire. and <br />protect the state's ecological diversity and cultural heritage, <br />and to inventory the natural. areas of the state... <br />Although only state agencies may request funding, there are <br />precedent- for state/local cooperation on areas of mutual interest. If <br />the County were to work collaboratively with a state .agency. (such <br />as Eno River State Park) on preservation of a natural area, this <br />could be a funding source to help with preservation. <br />4. N.C, Farm/and Preservation Trust Fund <br />A relatively new grant program, the FPTF has funding of $500,000 <br />for the entire state at this time. This funding is administered. by the <br />Conservation- Trust .for. North Carolina, and.. is #argeted toward <br />transactional costs of agricultural conservation easements, or to <br />provide matching funds for -the purchase of development rights <br />(PDR) on farms. County governments, Soil and .Water Conservation <br />Districts, and Land Trusts are eligible to apply for funding5. <br />35 <br />
