Criteria and Priorities for Acquisition <br />The significant GIS system data that the County has developed in natural <br />and cultural resources ,will. not be useful to the County without a set of <br />.criteria to guide site evaluation, prioritization,. and significance. Over the <br />spring -and summer of 1999,_each of the County's advisory :boards with <br />roles in resource preservation -were asked to .provide thoughts on .criteria <br />that should be used to evaluate resources..Theseldeas have been used to <br />develop the following criteria,.. modified in some cases to fit the overall <br />context of the program. <br />A. General Evaluation Criteria <br />-While certain types of resources -will be better evaluated against <br />specific criteria to their type of resource, all potential- land <br />acquisitions.' .(whether fee-simple or .:other) may be initially <br />evaluated on general criteria. The general criteria may also be <br />useful, in conjunction with the Board's- adopted goals, in deciding <br />among competing. resource preservation .opportunities. <br />In late 1998, a general evaluation template was created to evaluate <br />interim land acquisition proposals being considered by the County, <br />The evaluation .template assesses, for each site,' the following <br />variables: <br />_~` ,-1:Ev~tuation em la. ~r <br />.How is the land classified in the Comprehensive Plan <br />and zonin ma <br />Inventory and Resource checklist -what is present on <br />the site? <br />Are there develo ment constraints to the roe ? <br />What a of access exists to the site? <br />What are the surroundin land uses? <br />Ownership and Value (both market and assessed) <br />information. <br />What is the askin rice and timeframe for sale? <br />Are there previous evaluations or assessments? <br />Liabili concerns? <br />-What are the ossible uses of roe ? <br />Would the ac uisition meet Coun oals? <br />Beyond this basic evaluation, more-detailed and specific site <br />assessments will be needed, depending on the type(s) of <br />15 <br />
