ORANCsE COUNTY
ENVIRONMENT AND RESOURCE CONSERVATION DEPARTMENT.
MEMORANDUM
To: John-Link, County Manager
From: David Stancil, Environment and Resource Conservation Director
Date: October 7, 1999
Re: First Draft -Lands Legacy Report
.Please find attached the first draft of the Lands Legacy program report for the -
October 12 worksession. The report is in draft form,- with some clean up and
editing yet to performed. However, I hope the report is sufFcient to gain initial
feedback from the Board. The document will be considerably spruced up with
pictures and recommendations by the time it comes back as an action item.
As you may recall, the plan for this program has been to:
1. Take a first draft to the Board for general thoughts and guiding direction that
the- Board wishes to convey.
' 2. Make those changes from the Board's review and submit the report to the
advisory boards for review and comment..
3. Develop the recommendations and implementation section, and make
changes as needed/warranted before returning to the BOCC for action.
My goals on October 12 would be to ask the Board for direction in the following
areas
1. Does the report meet your expectations of what the program should cover?
2. Are there. other topics or issues you wish to see addressed?
3. Do you have any initial thoughts on the criteria and land management
structure options?
4. Are there any initial thoughts on the options for funding sources?
5. Are there any guiding thoughts on the ,eventual recommendations and
implementation program?
