A key <br />component of the department's mission statement was a proposed land resource acquisition <br />program, to include a comprehensive resource database.. <br />Over the past several months, staff has conducted research into the resources and possible <br />structure for a program of acquiring areas of critical natural and cultural resource significance. <br />The work of efforts such as the Joint Master Recreation and Parks Work Group and Shaping <br />Orange County's Future was incorporated into staff s work, as were thoughts from the County's <br />resource related advisory boards on priorities and criteria for the acquisition program. <br />A first draft of the program has been completed (attached). The draft addresses known <br />resources, the proposed database, and options for funding and land management structure. <br />Staff is bringing the draft to the Board for initial guidance and direction, before completing a final <br />draft with assistance from the advisory boards and the new Land Resources Manager. <br />FINANCIAL IMPACT: None at this time. However, any land acquisition program will require <br />funding from. internal and external sources, which will vary depending on the degree of the <br />program. Options for potential funding sources are mentioned in the draft. <br />RECOMMENDATION(S): The Manager recommends that the Board receive the report as <br />information, providing direction and guidance to staff as desired. <br />
